Legal analysis: the price increase of property fees is invalid without the owner's signature. The standard of property management fee shall be subject to the agreement in the property management contract or the commercial housing sales contract. Developers and property management companies are not allowed to raise prices unilaterally unless the government adjusts prices. Both parties shall implement the property management fee according to the standards agreed in the property management contract. If one party changes it without authorization, it shall bear the liability for breach of contract: it can be mediated by the price department or settled through arbitration or litigation.

Legal basis: Article 40 of the Regulations on Property Management should follow the principles of reasonableness, openness, and adaptation of fees and service levels, and distinguish the nature and characteristics of different properties. Owners and property service enterprises shall, according to the measures for charging property services formulated by the competent price department of the State Council in conjunction with the competent construction administrative department of the State Council, stipulate in the property service contract.
