How to deal with the unreasonable charges of property companies?

Property companies charge reasonable fees according to the stipulations of the property service contract. Value-added tax is not levied on water charges, electricity charges, gas charges (coal), maintenance funds and rents collected by property companies on behalf of relevant departments, while value-added tax is levied on the fee income obtained from their agency business.

Article 1 of the Provisional Regulations on Value-added Tax

Units and individuals that sell goods or provide processing, repair and replacement services and import goods within the territory of People's Republic of China (PRC) are taxpayers of value-added tax and shall pay value-added tax in accordance with these regulations.

Article 35 of the Regulations on Property Management

The realty service enterprise shall provide corresponding services in accordance with the stipulations of the realty service contract. The realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, and shall bear corresponding legal responsibilities according to law.

Article 41

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.
