In recent years, many urban communities have adopted the mode of owner autonomy to manage their own communities, and both new and old communities have some successful samples. Owners' autonomy, in simple terms, means that the owners of residential areas set up owners' committees through elections and entrusted them to manage residential properties. The management fee comes from the property fee charged to the owner. Usually, the property fees of autonomous communities are low. However, experts pointed out that community autonomy should be cautious and not blindly follow the trend.

Premise: Reasonable autonomy must meet four conditions.

In the west of Hangzhou, Jincheng Garden and Jean Garden have implemented owner autonomy. In the past three years, the community has been orderly. However, the self-management directors of these two communities pointed out that community self-management is a last resort and has preconditions. For reference, we must proceed from the actual situation of each community.

Condition 1: The community is small in scale and familiar to the owners. Autonomous regions are usually smaller. The smaller the community, the more timely the feedback and handling. The community is large, the energy of management is limited, there are many people and many opinions, and management is difficult.

Condition 2: Have a responsible and thoughtful property manager or industry committee. Self-management committees or industry committees should have good psychological quality, be able to withstand the criticism of owners, and have dedication and courage.

Condition 3: The owner should cooperate and unite. Doing management will definitely offend people. When someone questioned it, there was still a strong voice of support, and everyone was confident to continue.

Condition 4: It is best for the community to have public income. It is difficult to get money from the owner's pocket. And the owners need financial support to get benefits.
