In July (summer), the electricity consumption of overseas buildings was 40,000 kWh. The electricity bill is 800× 20+40000× 0.545 = 37800 yuan, so the average electricity price is 37800 ÷ 40000 = 0.95 yuan/kWh. This electricity price is 0. 154 yuan more than the original 0.796 yuan/kwh.
