Measures of Xuzhou Municipality for the Administration of Fire Hydrants

Article 1 In order to prevent and reduce fires, safeguard personal and property safety, and maintain public safety, these Measures are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC), the Fire Protection Regulations of Jiangsu Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, maintenance, use, supervision and management of fire hydrants within the administrative area of this Municipality. Article 3 The term "fire hydrant" as mentioned in these Measures refers to the fire-fighting water supply device and its ancillary equipment installed outdoors, connected with the water supply pipe network, and composed of valves, water outlets and shells, which are specially used for fire prevention and fire fighting and rescue. Specifically including:

(1) Fire hydrants installed on urban roads (hereinafter referred to as urban road fire hydrants);

(2) Fire hydrants built by units (hereinafter referred to as unit fire hydrants);

(3) Residential fire hydrant (hereinafter referred to as residential fire hydrant). Article 4 The public security organ is the competent department in charge of the supervision and management of fire hydrants, and its subordinate fire control institutions are specifically responsible for the supervision and management of fire hydrants.

Finance, planning, water affairs, urban roads, construction and other departments shall, according to their respective functions and duties, do a good job in the supervision and management of fire hydrants. Fifth public security organs in conjunction with the planning department in the preparation of fire planning, it should include the layout planning of fire hydrants. The relevant departments shall set up the contents of urban road fire hydrants according to the national technical standards for fire control in engineering construction and the layout planning of fire hydrants, and consult the fire control institutions of public security organs about the contents of urban road fire hydrants. Article 6 The competent department of urban roads shall, jointly with the competent department of water supply, organize the construction, relocation, supplementary construction and demolition of urban road fire hydrants. Water supply enterprises are responsible for the implementation of urban road fire hydrant construction in accordance with special planning and technical standards.

Fire hydrants in units and residential areas shall be built by the construction unit in accordance with relevant standards. Seventh construction projects shall conform to the technical standards for fire control and the layout planning of fire hydrants.

For fire hydrants in large-scale crowded places and special construction projects, the construction unit shall submit relevant design documents to the fire control institutions of public security organs for review; After completion, the construction unit shall apply to the fire control institution of the public security organ for fire control acceptance.

For other construction projects with fire hydrants, the construction unit shall report the relevant design documents to the fire control institutions of public security organs for the record; After the completion and acceptance, the construction unit shall file with the fire control institution of the public security organ. Eighth fire hydrants should be designed, constructed and put into use simultaneously with urban roads, unit buildings, residential areas and other construction projects.

If the fire hydrant is not built in the completed project, the construction unit or other responsible units shall gradually build it. Ninth fire hydrants are specially used for fire fighting and rescue and daily fire training, and no other unit or individual may use them without authorization; Due to greening, sanitation, construction and other reasons, it is really necessary to temporarily use urban road fire hydrants. Users should go through the formalities for using tap water from water supply enterprises, obtain a temporary use certificate for fire hydrants, and pay water charges according to actual water consumption. Tenth temporary use of urban road fire hydrants, should be used in accordance with the "temporary use of fire hydrant certificate" stated in the time, and shall not damage or change the original state of fire hydrants; In the process of temporary use, if there is a fire nearby, it should be stopped immediately and restored to its original state. Eleventh urban road fire hydrants are maintained by water supply enterprises; Unit fire hydrants and residential fire hydrants shall be maintained by units or property service enterprises. Twelfth fire hydrant maintenance units shall comply with the following provisions:

(a) equipped with full-time personnel, establish and improve the inspection, maintenance and management system;

(two) to ensure that the fire hydrant is in good condition and effective, without parts defects and water leakage; Found that the fire hydrant is lost, damaged or received a call for repair, it should be repaired, replaced or supplemented within 24 hours;

(three) regularly test water twice a year to remove the sewage in the blockage;

(four) to provide information such as the location, quantity, number, specification and distribution map of fire hydrants to the fire control institutions of public security organs. Thirteenth fire control institutions of public security organs should strengthen the daily inspection of fire hydrants, and do a good job of numbering and filing fire hydrants.

Urban road fire hydrants should be brought into urban digital and grid management. Article 14 When the water supply pipeline is depressurized or cut off in a large area, the water supply enterprise shall notify the fire control institution of the public security organ in advance. Article 15 Where it is necessary to refit, dismantle or relocate urban road fire hydrants due to engineering construction, it shall be approved by the water supply department and filed with the fire control institution of the local public security organ. Sixteenth city road fire hydrant construction, maintenance and fire water costs should be included in the financial budget of the people's government at the same level.

The construction funds and maintenance funds of the unit fire hydrant shall be borne by the unit.

The construction funds of residential fire hydrants and the maintenance funds during the warranty period shall be borne by the construction unit, and the maintenance funds after the expiration of the warranty period shall be included in the special maintenance funds of the property. Article 17 Whoever, in violation of the provisions of these measures, uses fire hydrants without going through the formalities for temporary use or violates the requirements for temporary use of fire hydrants, shall be ordered by the fire department of the public security organ to make corrections, and shall be fined from 200 yuan to 2,000 yuan.

If a fire hydrant is used to take water without going through the temporary use procedures, it shall pay a water fee of more than five times and less than ten times to the water supply enterprise.
