Can the property recover itself after the power failure?

If the property has been cut off from water and electricity to the house where the owner lives, under normal circumstances, the owner cannot recover by himself.

According to the relevant provisions of the General Principles of Civil Law of People's Republic of China (PRC), when accepting the entrustment of the owners to manage the buildings and their ancillary facilities within the building division, the realty service enterprise or other managers shall implement the emergency measures and other management measures implemented by the government according to law and actively cooperate with relevant work.

If the owner fails to pay the property fee in time and the water and electricity are cut off, the owner has the right to ask the property service enterprise or manager to bear the corresponding liability for compensation. At the same time, the property service enterprise or manager can also ask the owners to pay property fees and certain liquidated damages.

Therefore, if the owner's house is cut off by the property service enterprise or other managers, the owner may be liable for breach of contract and may need to solve the dispute through legal channels.
