Article 11 in the "Opinions" clearly puts forward: expanding tourism shopping consumption. Implement the brand building project of China tourist commodities, attach importance to the creative design of tourist souvenirs, enhance the cultural connotation and added value, strengthen the protection of intellectual property rights, and cultivate tourist commodity brands with local characteristics. Inherit and carry forward the time-honored brands and increase the development of time-honored souvenirs. Standardize the tourist souvenir market, vigorously develop local characteristic commercial blocks, and encourage the development of characteristic restaurants and theme hotels. Encourage all localities to launch a recommended list of tourism products. In conditional ports, duty-free shops can be set up according to regulations to optimize the variety of goods and improve the popularity of domestic fine products. Study and improve the tax refund policy for overseas tourists' outbound shopping, and expand the scope of implementation to eligible areas throughout the country. Under the premise of effectively implementing the supervision of luggage and articles of inbound and outbound tourists, the feasibility of adding duty-free shops at the port of entry is studied. Encourage the construction of characteristic commodity shopping areas, provide convenient services such as finance and logistics, and develop shopping tourism.
