In the letter, the Ministry of Housing and Urban-Rural Development said that carrying out urban ecological restoration and promoting the construction of sponge cities and underground common ditches are effective ways and important measures for Sanya to improve the level of planning and construction design, improve urban functions and enhance urban characteristics, and have important pilot demonstration significance for studying and exploring the urban ecological civilization construction model and new urbanization development model in China. Sanya is required to establish a management system, a coordination mechanism and a guarantee system conducive to promoting the pilot work, and accelerate the formulation of the implementation plan and action plan for the pilot work. The pilot work will be evaluated regularly and irregularly, and the pilot experience in Sanya will be continuously summarized and popularized.

Sanya's ecological restoration focuses on the restoration of mountains, rivers and coasts, and the urban restoration focuses on six aspects: urban outline, architectural color, advertising plaque, green landscape, night lighting and demolition of illegal buildings. The key areas for recent work are Sanya Bay, Linchun River, Sanya River, Yingbin Road, Fenghuang Road, Yuya Road, along the expressway and along the railway.

At present, China Urban Planning and Design Institute, Sanya Housing and Construction Bureau, Water Affairs Bureau and other departments have conducted on-the-spot reconnaissance and investigation on pipeline units, Haitang Bay, Sanya Bay and other important areas, and completed the collection of basic data. The planning will be completed before September this year, and the sponge city will be gradually built by combining Dadonghai Square, Luhuitou Square, Jinjiling Qiaotou Park upgrading and reconstruction project, central city green space construction and reconstruction project, Linchunling urban orchard, mangrove ecological park, new municipal road and other projects before June 5438+February.

Sponge city is an expression of image, which means that a city, like a sponge, can "absorb, store, permeate and purify" local or nearby runoff rainwater when it rains, replenish groundwater, regulate water cycle, and conditionally "release" stored water when it is dry and short of water, so as to make the water migration in the city more "natural".
