The real estate departments of the people's governments of provinces and autonomous regions are responsible for the issuance and management of the qualification certificates of secondary property management enterprises, and the real estate departments of the people's governments of municipalities directly under the Central Government are responsible for the issuance and management of the qualifications of secondary and tertiary property management enterprises, and accept the guidance and supervision of the construction departments of the State Council.

The administrative department of real estate of the municipal people's government with districts shall be responsible for the issuance and management of the qualification certificates of three-level property management enterprises, and accept the guidance and supervision of the administrative departments of construction of the people's governments of provinces and autonomous regions.

Legal basis: Regulations on Property Management

Article 1 These Regulations are formulated in order to standardize property management activities, safeguard the legitimate rights and interests of owners and property service enterprises, and improve the living and working environment of the people.

Article 2 The term "property management" as mentioned in these Regulations refers to the activities that the owners employ property service enterprises, and the owners and the property service enterprises carry out maintenance, conservation and management of the houses, supporting facilities, equipment and related sites in accordance with the provisions of the property service contract, so as to maintain the environmental sanitation and order in the relevant areas.

Article 3 The State encourages owners to choose property service enterprises through an open, fair and just market competition mechanism.

Article 4 The State encourages the adoption of new technologies and methods in property management, and relies on scientific and technological progress to improve the management and service level.

Fifth the State Council construction administrative departments responsible for the supervision and management of the national property management activities.

The real estate administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of property management activities within their respective administrative areas.
