The administrative department of real estate of the municipal people's government with districts shall be responsible for the issuance and management of the qualification certificates of three-level property management enterprises, and accept the guidance and supervision of the administrative departments of construction of the people's governments of provinces and autonomous regions.

The real estate administrative departments of local people's governments at or above the county level shall be responsible for the supervision and management of property management activities within their respective administrative areas.
