Article 8 of the Regulations stipulates the places and areas where sales and discharge are prohibited outside the forbidden area, namely: "The following places and areas prohibit the sale and discharge of fireworks and firecrackers:

(2) Important military facilities;

Article 10 of the Regulations specifies the safety requirements of fireworks, namely:

Fireworks and firecrackers shall not be set off on balconies, windows, corridors and roofs of shanty towns and residential buildings; Don't throw fireworks at pedestrians, vehicles and buildings; Shall not interfere with the safe passage of pedestrians and vehicles. "
