The combat effectiveness has been significantly enhanced and the team has taken on a new look. Great progress has been made in all the work, showing a good development pattern on the whole. Here, the author makes a shallow analysis on the present situation, existing problems and future development direction of the fire brigade in enterprises and institutions.

I. Status quo of full-time fire fighting teams in enterprises and institutions

Second, the main problems existing in the full-time fire brigade of enterprises and institutions in China

However, from the practical needs, there are great deficiencies in policy guarantee, attention of enterprises and institutions, internal management and equipment, which affect the effective play of the functions of full-time fire brigade.

1. Team building and development lack effective policy guarantee.

People's Republic of China (PRC) Fire Protection Law defines the legal status of full-time fire brigades and the legal obligations of the government and enterprises to carry out fire protection work. The State Council's guidance on the development of fire control work during the Tenth Five-Year Plan period also clearly pointed out: "Enterprises with large production scale and high fire risk should establish and consolidate their own full-time fire brigades." However, there are no relevant policies and regulations in provinces and cities, no clear standards on the scale, status, functions, equipment, staffing, investment and management of full-time fire brigades in enterprises and institutions, no laws and regulations on the loss of oil and equipment, how to solve the tolls and road maintenance fees for other units, etc., which make the full-time fire brigades in enterprises and institutions have no evidence to follow in team building and development.

2. The leaders of enterprises and institutions do not attach importance to the construction of full-time fire brigade, and the development of fire brigade is slow.

Due to the influence of market economy, some enterprise leaders unilaterally pursue economic benefits, regard full-time fire brigades of enterprises and institutions as consuming departments, and do not directly create economic benefits, increase the burden on enterprises and reduce their benefits, resulting in some enterprises with poor benefits facing downsizing, merger or cancellation; Some enterprises with good benefits have no policy basis and are unwilling to increase investment in full-time fire brigades, resulting in insufficient funds for full-time fire brigades in enterprises and institutions and lagging construction and development. This phenomenon exists because the leaders of this unit do not attach importance to the construction of full-time fire brigade and try their best to "increase efficiency for enterprises", which makes the full-time fire brigade of this unit exist in name only and become a veritable "shelter for the elderly, the weak and the sick", and its "development and construction" can be imagined. At the same time, the unit has arranged too many things that have nothing to do with fire fighting on duty, involving the energy of the fire brigade. A few units regard their own fire brigade as a logistics team, and hand over all kinds of public chores such as tree planting, greening and water supply to the fire brigade. The training and learning time of the fire brigade can not be guaranteed, and the combat effectiveness is obviously weakened.

3, management is not in place, the effect is not obvious.

* * The full-time fire brigade management of enterprises and institutions in the city coexists with the internal management of enterprises and institutions and the management of public security fire brigade, in which the management of enterprises and institutions is given priority to, supplemented by the management of public security fire brigade. In internal management, due to the different management departments of full-time fire brigades in enterprises and institutions, the composition structure of full-time players is also different (some full-time players belong to internal employees of enterprises, others belong to recruiters, and the treatment of personnel is also different). In addition, the management level of cadres is low, the management system is imperfect, and the phenomenon of light management and difficult management is widespread. In the management of public security fire brigade, the fire supervision and management of enterprises and institutions are basically separated from the professional guidance of full-time teams. The full-time guidance section of the detachment only has the business guidance right of the full-time team, but has no decision-making power in construction. Therefore, in strengthening team building and implementing fire safety supervision and management regulations, all units often make great discounts, and some even don't implement them. Due to these problems, the team management is chaotic, the work is not active, the quality of task completion is not high, and the full-time fire brigade can not play its due role effectively.

4, lack of equipment, less personnel, low treatment.

At present, the full-time fire brigade of enterprises and institutions in our city mainly has some problems, such as less personnel, less equipment, poor quality, older members, low education level, low wages and benefits, and poor working and learning environment. According to statistics, 80% of 17 full-time fire brigades are not equipped with conventional equipment, and among the existing 43 fire engines, 1 1 has reached its service life, with few special equipment. The most serious is Qianying 5708 factory. The two water tank fire engines were given by the Public Security Fire Brigade of * * City in 2004, which have reached the retirement age (the two fire engines in this factory are old and cannot be used). The equipment is only 12 hose, 4 water guns, 6 sets of combat suits, 2 water separators, 2 fire hydrant wrenches and 2 special-shaped interfaces. According to the minimum equipment standard of urban fire station, there is a big gap between all kinds of equipment. Regarding the treatment of team members, the treatment of team members is different because of the different benefits of enterprises. * * The salary of full-time firefighters in enterprises is generally between 500 and 900 yuan, and the captain instructor cannot enjoy the treatment of cadres, and the team members cannot enjoy the treatment of "frontline workers". Overtime duty, overtime training without subsidies, work enthusiasm can not be mobilized.

Three, strengthen the construction and development of * * city full-time fire brigade.

1, formulate local policies and regulations to provide a strong guarantee for the development of full-time teams.

* * The construction and development of full-time teams in municipal enterprises and institutions should be based on the Fire Protection Law and the State Council's Guiding Opinions on the Development of Fire Protection Work during the Tenth Five-Year Plan period, and combined with the reality of enterprises and institutions in * *, local policies and regulations should be formulated in a targeted manner, and the team construction scale, equipment standards, staffing quantity and recruitment methods, training methods, business funding input standards, team members' salaries, team management mode, fire protection in other units should be defined. Once the policy is introduced, full-time construction and development can naturally be carried out.

2. Integrate the team and enhance the synergy.

Due to the influence of the rapid development of market economy, enterprises and full-time teams with good economic benefits are well organized, their equipment is updated and their combat effectiveness is strengthened; An enterprise with poor efficiency is invalid even if the full-time team does not merge or cancel. In order to give full play to the role of this team, the author suggests: First, please ask the government to include all the funds for team building in the financial budget, and adopt various ways such as policy support, tax relief and appropriate subsidies for key enterprises with poor benefits to consolidate and improve the survival and development of full-time fire brigades. Second, the government is required to integrate full-time fire brigades where planning needs to be established, and bring full-time fire brigades into the layout of social fire stations. Strengthen the merger and integration, based on the existing full-time fire brigade construction, build a new full-time fire brigade, funded by the local government and surrounding enterprises and institutions, and managed by the public security fire brigade. The captain and instructor of the new full-time fire brigade shall be appointed or trained by the local public security fire brigade with certain management and command ability, and the members shall be established in the form of contract. The ways of integration are government-enterprise joint office, enterprise-enterprise joint office and social fund-raising. This can not only alleviate the lack of government funds, but also solve the problem of insufficient public security fire police force at present.

3, improve the management mode, improve the construction and management level of full-time fire brigade.

Public security fire fighting forces should further unify their thinking, strengthen the management of full-time teams, make plans, arrangements, inspections, assessments and summaries, and do a solid job in the construction and development of full-time teams. First, establish rules and regulations, and strive to achieve standardization of duty preparation, professional training, equipment and equipment, and institutionalization of daily life. Formulate management regulations for all kinds of firefighters, duty system, vehicle equipment use management system, etc. Restrict the behavior of firefighters with rules and disciplines, so that management has rules to follow, training has a basis, rewards and punishments have a system, and struggle has goals; The second is to clarify functions and strengthen training. Public security fire departments should strengthen professional guidance to various forms of fire fighting teams, formulate specific rules and assessment standards according to the actual situation, conduct assessment in strict accordance with the rules and standards, set a typical example, reward the excellent and punish the poor, and commend and reward units and individuals who have made outstanding achievements in team management, duty training, equipment maintenance and other work; Units and individuals with lax management, poor training effect and backward equipment should be given informed criticism, encouraged to be advanced and backward, so that they can always maintain strong combat effectiveness; Thirdly, in the selection of full-time team leaders and backbone teams, it is suggested that enterprises can hire comprehensive talents with certain fire fighting experience and management ability, and it is best to hire fire brigade cadres or squad leaders who have changed jobs from public security fire brigades.
