Street management: Street offices belong to the first-level government and exercise government management functions.

Community management: The community office is a community residents' service organization under the street, which mainly coordinates the interpersonal relationship of residents in this community and assists the street to do a good job in public security, population, fertility and political propaganda in this community.

Property management: Property service is a contractual relationship between property companies and community owners through the framework of property contracts. The property provides services such as maintenance, public security maintenance, cleaning and greening, and residents pay the fees of the property company. The property accepts the supervision and management of the street at work.

Street offices and communities are subordinate, communities and properties are equal and complementary, and streets and properties are administrative departments.
