(1) application

(2) Graded examination and approval management
According to the dangerous degree of using fire, the authority for examination and approval of hot work management is divided into three levels:
1. For the first-class hot work, the head of the fire department shall carefully inspect the construction site in conjunction with the engineering department and the security department to determine reliable fire prevention measures, fill in the application form for the first-class hot work (a special memorandum shall be written for major hot work projects), and report it to the local public security fire supervision department for examination and approval after being signed by the head of the management company. After on-site inspection, it is confirmed that the measures are reliable and implemented one by one, and then hot work can be approved.
2. The secondary and tertiary hot work must be put forward by the head of the fire department. After filling in the hot work application form, it should be reported to the head of the fire department of the management company for approval, and the engineering department and the security department should conduct on-site inspection and supervision.
3. Welding and cutting (hereinafter referred to as welding and cutting) are open flame operations. According to the regulations of the public security fire department, the personnel engaged in welding operations must be trained and hold the welder certificate issued by the local department before they can work for welding.
(3) Eight Don 'ts, Four Essentials and One Clear in Hot Work
1. "Eight noes" before hot work
Don't use fire until the fire prevention and extinguishing measures are implemented.
Don't use fire until the surrounding flammable debris is removed.
Flammable structures that are difficult to move nearby shall not be fired without taking safety measures.
All containers and pipelines containing flammable liquids (such as oil) shall not be ignited before they are cleaned and the remaining oil is removed.
Do not use fire when containers and pipes containing gas are in danger of explosion due to thermal expansion.
Do not use fire in rooms, warehouses and places where inflammable and explosive articles are stored without excluding the inflammable and explosive danger. When welding or welding and cutting at high altitude, do not use fire if the combustible materials below are not cleaned up or protective measures are not taken.
Don't use fire without corresponding fire extinguishing equipment.
2. "Four Essentials" of Hot Work
Designate the person in charge of site safety before hot work.

Hot work personnel should strictly implement safety operation procedures.
3. "Cleaning" after hot work
After the hot work, the hot work personnel and the person in charge of site safety shall thoroughly clean up the fire source at the site to ensure that the fire is completely extinguished, and stay at the site 15-30 minutes before leaving the site.
(4) Handling of violations
Where a unit or individual who carries out temporary hot work or welding and cutting operations in a building violates these regulations, the management company has the right to take the following measures depending on the seriousness of the case:
1. Time-limited rectification;
2. Ordered to immediately stop hot work;
3. Hand it over to the fire management department for handling.
Second, the decoration construction site fire safety regulations
In order to strengthen the fire control management of decoration construction site and ensure the personal and property safety of users of decoration construction site and buildings, this fire control safety regulation is formulated.
1. The construction site shall be equipped with a certain number of fire extinguishers over 2kg according to the actual decoration area and materials used. Equipment standard: 2-3 neem trees below 100m2; 3-4 branches above 100m2; 5-6 branches on the first floor; 8- 10 branch in the whole building.

7. Indoor decoration must be in strict accordance with fire safety requirements, using non-combustible or flame-retardant fire-proof materials, and flammable materials are not allowed.
8. The unit using open flame welding must apply to the engineering department of the management company before welding hot work, and operate in strict accordance with the safety management regulations for temporary hot welding and cutting operations.
9. Without the approval of the declaration, the fire-fighting equipment such as dynamic smoke detectors, nozzles, emergency speakers and fire hydrants shall not be changed without authorization.
10. Indoor decoration intervals must comply with fire safety regulations, such as capping intervals and installing smokeless spray at intervals.
1 1. Fire control facilities, evacuation signs and exits shall be blocked during decoration construction, and the normal use of fire control facilities and evacuation walkways shall not be hindered.
12. In order to avoid the smoke alarm caused by excessive dust on the construction site, the smoke detector must be wrapped in plastic paper bags after the daily construction is approved by the security department, and the packaging must be removed after the daily construction to restore the normal working state of the smoke detector.
13. Before leaving the site at the end of daily construction, the shift leader of the security department should be informed to be present for indoor fire safety inspection, and the door can be locked and left after confirming that there are no potential safety hazards.

4. Responsibilities of engineering and technical personnel responsible for the maintenance and management of fire control facilities

Five, fire drill procedures

(5) Fire drill process
1. Alarm procedure (the security department is responsible)

2. Evacuation and rescue (the management department is responsible)

5. Medical rescue (responsible for personnel department and finance department)

Nine, fire alarm signal processing program
1. When the security guard on duty in the fire monitoring center receives a fire alarm signal or calls the police:

(2) Immediately report to the supervisor on duty and make clear the alarm position;

(2) The alarm location is in the office. First ring the doorbell, simply explain the reason to the user, and then enter the alarm site for inspection.

(4) The alarm location is in the parking lot, and the parking lot management personnel shall enter the alarm location for inspection.

3. When the supervisor on duty receives the report from the security guard of the fire monitoring center, he will immediately lead the mobile personnel to the alarm site as quickly as possible for on-site inspection.

(2) When the alarm place is locked in an office building unit or an independent shop in a shopping mall, if an open flame or smoke is observed, it must be unlocked for on-site inspection, and locked after the danger is eliminated to inform the user.
(3) After it is confirmed as a fire alarm through on-site inspection, it shall be handled according to the initial fire alarm processing procedure.
4. The security guard on duty in the fire monitoring center will reset the signal after receiving the instruction from the supervisor on duty, and make records.
Six, the initial fire treatment procedures
1. When the initial fire alarm is found, the personnel present should:
(1) immediately report to the building fire monitoring center, including the specific location of the fire, the nature of combustible materials, the direction of fire spread, etc.
(2) immediately put out the fire by using nearby fire fighting equipment, and try to control the development of the fire;
(3) If possible, close doors and windows to slow down the fire.
2. After receiving the on-site report, the security guard on duty in the fire monitoring center:
(1) Report to the supervisor on duty immediately;
(2) Contact the head of the security department and report the situation;
(3) Closely monitor the alarm position.
3. After receiving the fire report, the supervisor on duty:
(1) lead firefighters and bring fire extinguishers to the fire site as quickly as possible;
(2) immediately command the personnel present to put out the fire;
(3) Command the personnel at the fire scene and possibly affected areas to evacuate through the fire escape.
4. After the fire is put out, the supervisor on duty should arrange personnel to stay at the scene of the fire and wait for the company to investigate.
5. If the fighting is ineffective, the supervisor on duty immediately decides:
(1) Evacuate firefighters to a safe distance;
(2) report to the superior immediately;
(3) Enter the fire emergency treatment procedure.
Seven, fire emergency plan
When the initial fire extinguishing is ineffective and the fire can't be controlled and spread further, the on-site supervisor should immediately report to the highest supervisor on duty in the building.
1. After receiving the report, the top supervisor on duty in the building:
(1) immediately call the volunteer firemen in the building, and order the group leaders of the volunteer firemen to lead the groups to take their positions;
(2) Give instructions to the fire control center and notify users of emergency evacuation through the emergency broadcast system;
(3) Arrive at the scene at the first time and decide whether to ask the fire station for help.
2. The building fire monitoring center after receiving the instruction of the highest supervisor on duty in the building:
(1) Enable fire emergency broadcast to inform users of emergency evacuation;
(2) Give an alarm to the Municipal Fire Bureau, and make clear the location, fire floor and fire of the building.
(3) Set a monitoring camera on the fire floor for close monitoring;
(4) Check whether there are trapped people in the elevator. If there are trapped people in the elevator, report to the supervisor on duty immediately, and use the elevator intercom to calm the mood of the trapped people.
3. After receiving the command from the headquarters, the rapid action team:
(1) Arrive at the scene as soon as possible and organize fire fighting;
(2) Close the fire door or shutter door of the fire partition;

5. After receiving the work instruction from the headquarters, the security team:
(1) Remove roadblocks, direct irrelevant vehicles to leave the scene, and maintain order around the building;
(2) Prohibit irrelevant personnel from entering the building and direct the evacuees to leave the building;

Eight, fire accident investigation procedures
