(1) Establish a brand-new concept of urban construction and develop urban resources.

At the beginning of the construction of the new district, we should fully learn from the experience of urban construction in developed countries and regions, adhere to the people-oriented concept of Scientific Outlook on Development and managing the city, actively promote the benign development mechanism of high starting point planning, high quality and high management level, put the city image construction in the first place, improve the city's production and living environment, constantly improve the city's functions, and improve citizens' urban awareness, civilization awareness and moral level. At the same time, according to the actual situation of the new area, the goal of building the new area into a national garden city, an excellent tourist city in China and a regional central city with characteristics in northern Henan has been determined, and the architectural design level and greening level have been continuously improved, and urban management has been strictly enforced, highlighting "green, bright, clean and beautiful" to form new urban characteristics.

In the construction of the new district, we don't want large-scale, we want high quality, not how tall the building is, we want to have characteristics. The planning and design of each building should be subject to tender and expert review. The completed People's Hall, the second comprehensive building, the long-distance bus station and the Oriental International Hotel have become typical buildings in Hebi New District. The completed residential quarters, such as Hexiang Community, He Jiong Community and Electric Community, have novel and unique buildings, proper landscaping and complete infrastructure, and become a paradise for citizens.

Implement greening projects and highlight the characteristics of ecological garden cities. In greening construction, we will vigorously promote the construction of public green space and courtyard greening, adopt an open and transparent way, combine trees, irrigation, grass, flowers and vines, take lawn as the keynote, take plant landscaping as the leading factor, and plant native trees as the main body to highlight natural scenery. The project of "tearing down the wall and penetrating the green" will lead courtyard greening to the streets and introduce street greening into the courtyards, so that courtyard greening will be integrated with roads and public green spaces. 24 small parks and street green spaces have been built. And invested more than 2 million yuan to install fitness equipment in the green space of residential quarters and build fitness paths. The new area has formed a point-to-point landscape, a line-to-line shade, a green landscape facing the forest and a green system combining belt, film and net, creating a good urban ecological environment.

Implement lighting engineering construction and highlight the lighting characteristics of the new district. We take the urban lighting project as an important content, and intensify the lighting construction of urban main roads, squares and buildings along the street. According to different urban divisions and different architectural attributes, colorful light sources are installed at different levels, with emphasis, ups and downs, embellishment and transition, and gradually form an urban lighting landscape system. Nearly 2000 sets of street lamps and more than 500 sets of landscape lights have been installed on 26 urban roads in the jurisdiction. At night, the whole new area is full of brilliance and bright lights, becoming a beautiful urban landscape.

(4) Pay equal attention to construction and management, and strengthen management.

In the development of the new district, we will strengthen urban management in accordance with the guiding ideology of "paying equal attention to construction and management". Comprehensive law enforcement has been carried out. Based on the urban management brigade, personnel from public security, industry and commerce, health and other departments have been transferred to form the urban management comprehensive law enforcement brigade, which has improved the law enforcement effect. Strengthen the management of city appearance and environmental sanitation, insist on cleaning the city roads and squares all day, and comprehensively carry out harmless garbage treatment, so that the public health coverage rate will reach 100% and the health monitoring rate will reach over 95%. Property management has been strengthened, professional property management companies have been established, residential areas have been built, and property has settled in the residential areas, realizing the organic combination of property management and residents' life. In order to further standardize property management and improve the level of property management, the municipal party committee and the municipal government listed property management as one of the eight practical things promised by the people, and took measures to actively promote it. The property management rate of residential quarters in the new district has reached 95%. Community management has been strengthened, and eight communities have been established according to the national model community standards. Invested more than 2 million yuan to plan and build office space for each community, making the office area of each community reach 150 square meters or more.

(5) Broaden financing channels and diversify financing.

Our city has a small scale and a small economic aggregate. It is impossible for the new district to develop to its present scale only by financial investment. In recent years, in raising funds, we have opened up channels and taken the road of diversified investment. The first is to revitalize land assets. Implement "unified planning, unified land acquisition, unified development, unified transfer and unified management" for land, monopolize the primary market of land, and liberalize the secondary and tertiary markets. Focus on the development of roads, water supply, drainage, schools, hospitals, entertainment and other infrastructure and social undertakings, unified supporting construction, saving differential rent and improving land value. The second is to seize the opportunity of national investment to stimulate and expand domestic demand and strive for all kinds of funds for urban infrastructure construction. For example, we have won foreign government loans and government bonds for central heating, water supply, urban roads and other infrastructure construction.
