Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, beautiful and civilized living and working environment in the city, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to Kundulun District, Qingshan District, Donghe District, Jiuyuan District and Rare Earth Hi-tech Industrial Development Zone where urban management is implemented in this Municipality.

The boundaries between urban management areas and non-urban management areas shall be delineated by the Municipal People's Government. Third city appearance and environmental sanitation work should follow the principle of unified leadership, hierarchical management, division of responsibilities, and the combination of professional management and mass management. Article 4 The administrative department of city appearance and environmental sanitation of the Municipal People's Government (hereinafter referred to as the municipal competent department) shall be responsible for the supervision and management of the city appearance and environmental sanitation.

The competent department of city appearance and environmental sanitation in the urban management area (hereinafter referred to as the district competent department) is responsible for the supervision and management of city appearance and environmental sanitation within its administrative area.

The municipal and district competent departments shall be responsible for their respective supervision and management in accordance with the law enforcement areas designated by the Municipal People's Government.

Planning, housing management, environmental protection, health, public security, transportation, industry and commerce and other relevant administrative departments shall, in accordance with their respective responsibilities, cooperate with the competent authorities to implement these regulations. Article 5 The municipal and district people's governments shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan and organize its implementation.

The municipal administrative department shall, in conjunction with the relevant departments, according to the needs of urban development, in accordance with the overall urban planning, prepare the development plan of city appearance and environmental sanitation; According to the actual situation of this Municipality, formulate specific standards for city appearance and environmental sanitation, and implement them after being approved by the Municipal People's Government.

Service standards for city appearance and environmental sanitation operations shall be formulated by the municipal administrative department. Article 6 People's governments at all levels, administrative departments and news media should strengthen publicity and education on the work of city appearance and environmental sanitation, constantly improve citizens' civilized consciousness and moral level, mobilize citizens to actively participate in the work of city appearance and environmental sanitation rectification, and create a civilized city. Seventh city appearance and environmental sanitation workers' labor achievements should be respected by the whole society, and no unit or individual may hinder or obstruct the city appearance and environmental sanitation workers from performing their duties. Eighth maintenance of city appearance and environmental sanitation is the common responsibility of the whole society. All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain city appearance and environmental sanitation and protect public facilities, and have the right to discourage and report violations of these regulations. The competent department shall seriously investigate and deal with reports and complaints. Ninth in violation of the provisions of this Ordinance, should be given administrative punishment, by the municipal, district urban management administrative departments (hereinafter referred to as the administrative departments) to exercise the right of punishment. (6) Other violations of discipline and law. Chapter II Responsibility for City Appearance and Environmental Sanitation Article 11 This Municipality implements the system of responsibility area for city appearance and environmental sanitation.

The municipal and district competent departments shall, according to the actual situation of the place owned, used or managed by the unit and a certain range around it, reasonably delimit the responsibility area and responsibility content of city appearance and environmental sanitation, and sign a letter of responsibility with the responsible person. The responsible person shall perform the responsibility. Twelfth urban roads, public squares, public green spaces, parks, rivers, flood drainage channels, public toilets, garbage transfer stations, garbage incinerators, garbage landfills and other municipal public facilities are responsible for cleaning and maintenance. Thirteenth responsible persons in the following areas shall be determined in accordance with the following provisions:

(a) residential areas without property management, including streets and residential quarters. , by the street office; The entrusted property management enterprise shall be responsible for the implementation of property management. Residents should pay cleaning fees according to regulations.

(II) Railways, highways and their management scope, airports, railway stations, scenic tourism, culture, sports and other public places, bazaars, shops and individual stalls, shall be the responsibility of the operators or management units.

If the area of responsibility for city appearance and environmental sanitation is not clear, it shall be determined by the district competent department, and if it is trans-regional, it shall be determined by the municipal competent department. Fourteenth city appearance and environmental sanitation responsible person shall perform their duties in accordance with the requirements of city appearance standards and environmental sanitation standards.

The responsible person has the right to discourage and stop the damage to the city appearance, environmental sanitation and public health facilities in the responsible area, and may request the competent department to investigate and deal with it.
