Without paying the property fee, the property shall not stop the owner's water and electricity. If the owner fails to pay the property service fee in accordance with the property service contract, the property service enterprise may collect it through legal channels, and shall not force the owner to pay the property fee by means of water supply or power failure. The realty service enterprise may first ask the owners' committee to urge the owners to pay the realty service fee within a time limit. If the property service fee is not paid within the time limit, the property service enterprise may bring a civil lawsuit to the people's court, and the people's court will make a judgment according to law to force the merchant to pay the property fee through litigation.

Property service enterprises do not have any right to cut off water and electricity. The right to cut off water and electricity is exercised by hydropower companies and has nothing to do with property service enterprises. If the owner fails to pay the water and electricity fee in time according to the relevant provisions of the state and the agreement of the parties, the water and electricity company may urge the owner to pay the water and electricity fee as soon as possible. If the owner fails to pay the electricity and water charges within a reasonable period after being urged, the hydropower company may suspend the use of electricity and water.

The owner shall pay the property service fee in accordance with the provisions of the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement.

Property that has been completed but has not been sold or handed over to the property buyer shall be paid by the construction unit.

In violation of the property service contract, the owners fail to pay the property service fee within the time limit, and the owners' committee shall urge them to pay it within a time limit; If it fails to pay within the time limit, the realty service enterprise may bring a lawsuit to the people's court.
