The computer systems of the State Material Reserve Bureau and its reserve system, its affiliated macroeconomic research institute, the State Grain Bureau and the training center are successively connected to the vertical network, making the vertical network a backbone communication network connecting the relevant departments of the National Development and Reform Commission and the internal networks of the development and reform commissions of provinces, autonomous regions, municipalities directly under the Central Government, cities with separate plans and sub-provincial capital cities, and a platform for information application, sharing and exchange within the national development and reform system.

With the needs of business development, the vertical network has successively carried out the "Improvement and Perfection Project of Vertical Network Video Conference System" and the "National Price Department Computer System Access Vertical Network Project", which has made overall backup, improvement and line transformation of the original video conference system; The price departments of 47 provinces, autonomous regions, municipalities directly under the central government, cities with separate plans and sub-provincial capital cities have realized vertical networking, and a number of business application systems have been established, such as regional economic forecasting and monitoring system, dynamic monitoring system of investment projects, rural economic monitoring system, agricultural product import and export quota management system, major project inspection and management system and computer system.

The establishment and application of the vertical network of the national development and reform system has promoted the e-government informatization construction of the national development and reform system and played an important role in strengthening the national macro-control by the National Development and Reform Commission. The National Development and Reform Commission's e-government pilot demonstration project is based on the master plan of the e-government pilot demonstration project of the State Council and the Ministry of Science and Technology, with the general office of the State Council as the hub and relying on the security and application support platform designed and developed by the State Council and the Ministry of Science and Technology, to develop a demonstration application system for government investment project management.

Under the unified deployment of the State Council and the Ministry of Science and Technology, under the direct leadership and coordination of the General Office of the National Development and Reform Commission and the Investment Department, the Technical Service Department of the National Information Center and Guo Xin Company set up a pilot demonstration project research group to undertake the construction of demonstration projects. The project started in September 2002, and was officially accepted by the Secretariat of the State Council General Office in March 2005. CA interconnection demonstration project is a major national information security infrastructure project approved by the National Development and Reform Commission and undertaken by the National Information Center. The main purpose of this project is to establish a bridge certification center (BCA), which is interconnected with six typical certification centers (CAs) in different industries, different regions, different properties and different systems in China according to the interconnection standards and specifications proposed in this project, so as to realize the interconnection between different CAs and expand the trust domain, and to demonstrate the construction of a safe and credible external environment in China. Through the selected business applications, trust relationships are established for users in different PKI trust domains, and the effectiveness of BCA technology in communicating different PKI trust systems is verified. At the same time, explore the operation and management mode of BCA in the project, establish the operation and management system and norms of BCA, accumulate the experience of operating and managing BCA and developing PKI applications across trust domains, put forward and solve the effective scheme of the coexistence of various technical systems in China at present, and promote the formation of a complete, open, effective and fair competition national PKI trust system. Provide a safe and credible infrastructure for the healthy development of e-commerce and further promote the development of information security industry.

The National Information Center is responsible for the research and implementation of demonstration projects. BCA was built in the National Information Center, and Beijing Digital Certificate Certification Center, China Telecom Certification Center, Shanghai E-commerce Security Certificate Management Center, Jilin E-commerce Security Certification Center, Tianjin E-commerce Certification Center and Fujian Digital Certificate Center participated in the project construction.

The project is progressing smoothly, and all the work has entered the final work. Including completing the final inspection and test of the bridge CA system, drafting the standards and specifications of the CA interconnection demonstration project and passing the expert review; The transformation and initial inspection of six bridge-entry CAs, the software development of "Application Demonstration of Bridge-entry CA in Medical E-commerce Platform" has been completed and will be tested, and the development of "CA Interconnection Application Interface" is nearing completion. With the direct attention of the leaders of the National Development and Reform Commission, the direct guidance and participation of the General Office, and the strong support and cooperation of all departments within the Commission, after careful investigation and demand analysis, the online office construction scheme of the National Development and Reform Commission was determined, and the overall design and detailed design scheme of the system were completed. In September, 2002, the tender for research and development tasks was formally organized. After a strict bid evaluation procedure, the successful bidder who undertakes the task of system development is selected. The project is organized by the General Office, with the cooperation of the Technical Service Department of the National Information Center, and China Guo Xin Information Company is responsible for the overall integration of the system. After the project entered the implementation stage in September 2002, the hardware procurement and installation were completed; Installation and debugging of all kinds of system software and database software; Construction of online office system platform; Development of each application system, etc.

The online office system of the National Development and Reform Commission consists of system platform, homepage system, application system, departmental homepage system and mail system.
