Regulations of Xuzhou Municipality on the Administration of House Use Safety
The provisions of relevant laws and regulations shall apply to the fire safety of houses and the use safety management of professional facilities and equipment such as elevators, water supply, power supply, gas supply and heating.
Where laws and regulations have other provisions on the safety management of military buildings, places for religious activities, cultural relics protection units, historical and cultural blocks and scenic spots, those provisions shall prevail. Article 3 The safety management of house use shall follow the principles of territorial management, standardized use, giving priority to prevention, combining prevention with prevention, and ensuring safety. Article 4 The Municipal People's Government shall be responsible for coordinating the safety management of housing use in this Municipality.
County (city) and District People's governments shall be responsible for the leadership and comprehensive coordination of housing use safety management within their respective administrative areas, and organize the disposal of housing use safety emergencies.
Development zone management agencies shall, in accordance with the responsibilities stipulated by the local people's government, do a good job in the safety management of housing use within their respective jurisdictions. Article 5 The municipal administrative department of housing safety shall be responsible for the unified guidance and comprehensive supervision and management of housing use safety in this Municipality, and perform the following duties:
(a) to study the relevant policies and standards of housing use safety management;
(two) responsible for the supervision and inspection of the city's housing safety, termite control and dangerous housing management;
(three) the establishment of the city's housing safety information management platform;
(four) to organize the preparation of the city's housing safety emergency plan;
(five) guidance, service and supervision of the county (city), the district to carry out housing safety management;
(six) responsible for the industry management of housing safety appraisal units and termite control units in the city;
(seven) the establishment of housing safety appraisal expert database;
(eight) other duties as prescribed by laws and regulations.
Housing safety management institutions and termite control management institutions affiliated to the municipal housing safety administrative department are specifically responsible for daily management. Sixth county (city), district housing safety administrative departments responsible for the guidance, supervision and management of housing safety within their respective jurisdictions, and perform the following duties:
(a) regularly organize the use of housing safety inspection, supervision and inspection of dangerous houses;

(six) to guide the town people's government, street offices, neighborhood (village) committees and property service enterprises to carry out housing use safety management and service work;
(seven) other duties as prescribed by laws and regulations. Seventh Town People's government and street offices shall perform the following duties within their respective jurisdictions:
(a) to carry out the safety inspection of the use of houses, and urge the person in charge of the safety of the use of houses to take necessary measures in time to eliminate potential safety hazards;
(two) to assist and cooperate with the people's governments at higher levels and relevant departments to organize the implementation of dangerous housing management and emergency disposal;
(three) the use of housing safety management into the joint meeting of property management, coordination and handling of housing safety management reports and complaints;
(four) to guide the neighborhood (village) committees and property service enterprises to establish a daily safety inspection and reporting system;
(five) other duties as prescribed by laws and regulations.
Neighborhood (village) committees shall establish a daily inspection and reporting system for housing use safety, carry out daily inspections, and report the housing use safety problems and hidden dangers found in the inspection to the town people's government and sub-district offices in a timely manner. Eighth city, county (city), the District People's government and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the safety management of housing use, and urge those responsible for the safety of public buildings to conduct regular housing safety inspections to eliminate potential safety hazards in time. Article 9 The people's governments of cities, counties (cities) and districts shall include the funds for the supervision and management of housing use safety into the financial budget to ensure the development of the supervision and management of housing use safety. Article 10 The administrative department of housing safety shall establish and improve the reporting and complaint mechanism of housing use safety management, accept it publicly, inform the informants and complainants of the processing results in a timely manner, and keep the personal information of real-name informants and complainants confidential. Chapter II Safe Use of Houses Article 11 The owner of a house is the person responsible for the safe use of the house.
If the house belongs to the state or the collective, the manager is the person responsible for the safety of the house.
If the owner of the house is missing or the ownership of the house is unknown, the house manager or user is responsible for the safety of the house. Twelfth people responsible for the use of housing shall bear the following responsibilities for the use of housing:
(a) the rational use of housing in accordance with the planning and design requirements and the purposes recorded in the housing ownership certificate;
(two) inspection, maintenance of housing, timely elimination of housing security risks;
(3) controlling termites;
(four) in accordance with the provisions of the housing safety appraisal;
(five) the management of dangerous houses;
(six) other housing safety responsibilities stipulated by laws and regulations.
The user of the house shall use the house reasonably and cautiously, and shall immediately inform the person in charge of the use safety of the house if he finds that the house is abnormal or has termite damage. The user of the house shall cooperate with the person responsible for the use of the house to fulfill the obligation of using the house.
