Does labor service include labor dispatch and property management service fee?

Labor service does not include labor dispatch, including property management service fee. Property management service fee refers to the maintenance, management, cleaning, security and other service fees charged by property service enterprises to owners or users. According to the Interim Provisions on Labor Dispatch and the Regulations on Property Service Management, labor dispatch belongs to the category of labor service, but the property management service fee does not.
