Therefore, it is also clearly stated in the new regulations that the agreement and preliminary plan for installing elevators in old residential quarters should be publicized for ten days in prominent positions such as the door of the unit where elevators are to be installed and the bulletin board of residential quarters. After the expiration of the publicity period, if the directly affected stakeholders have no written objection to real-name registration system, it will be implemented. If there is a written objection to real-name registration system, it shall be handled through consultation by the parties concerned in accordance with matters such as balance of interests and damage to rights and interests, or through coordination and mediation by the industry committee and neighborhood committee. That is to say, if the interests of the owners on 1 and 2 floors are damaged, they can still be rejected by one vote.
