Regulations of Liaocheng Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with relevant laws and regulations and actual management needs in order to standardize dog-raising behavior, strengthen dog-raising management, safeguard citizens' personal safety and health, maintain social public order, improve urban and rural environmental sanitation and build a civilized and harmonious city. Article 2 These Regulations shall apply to dog-raising behavior and related management activities within the administrative area of this Municipality.

These regulations are not applicable to the management of soldiers and police dogs. Seeing-eye dogs, search and rescue dogs, scientific research institutions, zoos, professional performance teams and other units raise dogs for special needs. Where laws and regulations provide otherwise, such provisions shall prevail. Article 3 Dog management shall follow the principles of self-discipline, government supervision, participation of grass-roots organizations and social supervision. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in dog management, establish a coordination mechanism, and cooperate with * * * to solve outstanding problems in dog management.

Township people's governments and sub-district offices shall, in accordance with their duties, do a good job in dog management within their respective jurisdictions.

Dog management funds included in the fiscal budget at the corresponding level. Article 5 The public security organ is the competent department in charge of dog management, which is responsible for the registration and endorsement of dog information, the establishment of a dog information management system, the management of dog shelter and rescue places, the supervision and management of large-scale activities such as dog exhibitions and performances, and the investigation and punishment of illegal acts such as violating the regulations on raising dogs, keeping them in captivity, tying them up, interfering with the normal life of others, abusing or abandoning dogs, allowing dogs to intimidate others and driving them away to hurt others, and organizing the capture of stray dogs, killing rabies and hurting dogs.

The agricultural and rural departments are responsible for organizing, implementing, supervising and managing dog immunization, issuing rabies immunization certificates, implanting electronic chips, supervising and managing veterinary rabies vaccines, monitoring the rabies epidemic in dogs, quarantine dogs, and investigating dogs without rabies immunization certificates.

The urban management department is responsible for supervising the setting of dog-raising signs in public places such as urban parks, squares and green spaces, and investigating and dealing with behaviors such as raising dogs that affect the city appearance and environmental sanitation, occupying public areas in residential areas to raise dogs, engaging in dog business activities in residential areas or illegally occupying public places, and violating the regulations on taking dogs out of the house and transporting them.

The market subject registration department is responsible for dog management and medical institution registration.

The market supervision and management department is responsible for the supervision and management of dog trading activities.

The person in charge of the health department is responsible for the supply and inoculation of rabies vaccine, the diagnosis and treatment of patients, the monitoring and prevention of rabies epidemic, and the health education of rabies prevention.

The housing and urban-rural construction department is responsible for supervising and guiding property service enterprises to participate in dog management.

The financial department is responsible for the funding guarantee of dog management. Article 6 The community, neighborhood (village) committees and owners' committees shall assist the relevant administrative departments to carry out publicity and education on raising dogs in accordance with the law and civilization, and may formulate a convention on dog-raising matters in this region, delimit the areas and time where dogs are allowed to walk, set up signs and supervise the implementation, and guide and urge dog owners to raise dogs in accordance with the law and civilization.

The realty service enterprise shall stop the illegal dog-raising behavior in the service area and report to the relevant administrative departments.

Encourage dog-raising associations, animal protection organizations and other social organizations to participate in dog-raising management activities according to law, and assist relevant departments to do a good job in dog-raising management.

News, publishing, radio, television, newspapers, internet and other media should strengthen the free public welfare publicity of civilized dog-raising knowledge and guide dog owners to raise dogs in accordance with the law. Article 7 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not violate public order and good customs, and shall not harm the legitimate rights and interests of others.

Citizens, legal persons and other organizations should respect civilized dog owners according to law and build a harmonious society. Article 8 Any unit or individual has the right to dissuade and supervise acts violating these Regulations, and report to relevant departments, which can be reported through the public hotline 12345.

The department that accepts the report shall promptly verify the handling and inform the informant of the handling.

The department that accepts the report shall keep the information of the informant confidential and protect the lawful rights and interests of the informant. Chapter II Zoning Management, Immunity and Registration of Dog Breeding Article 9 Dog breeding shall be managed according to key management areas and general management areas. Sub-district offices within the administrative area of this Municipality are key management areas, and towns are general management areas.

Upon the decision of the county (city, district) people's government, the villages in the key management areas can be adjusted into general management areas, and the locations of township people's governments and densely populated areas in the general management areas can also be adjusted into key management areas. The adjustment shall be announced to the public in a timely manner. Tenth key management areas and general management areas are the implementation of dog rabies immunization system.

Dogs should be vaccinated with rabies vaccine within three months from the date of birth or before the expiration of the immunization interval 15 days, and obtain the rabies immunization certificate.

Dogs in key management areas are implanted with electronic chips during rabies immunization. Eleventh key management areas prohibit the breeding of strong dogs and large dogs.

The varieties and standards of dog prohibition shall be determined by the municipal agricultural and rural departments in conjunction with the public security organs and urban management departments, and announced to the public after approval by the Municipal People's government.

Scientific research institutions, zoos, professional performance teams and other units to raise guide dogs, rescue dogs and dogs with special needs are not subject to the restrictions stipulated in the first paragraph.
