2. In order to implement the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution and strictly control motor vehicle pollution, fully implement the Emission Limits and Measurement Methods of Pollutants from Light Vehicles (National Five Stages): According to the upgrading process of oil products, the national five standards for motor vehicles will be implemented in different regions:

(1) 1 1 (Beijing, Tianjin, Hebei, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Shandong, Guangdong, Hainan) All light gasoline vehicles imported, sold and registered in eastern provinces and cities since April 1 20 16.

(2) Since 2065438+0765438+1kloc-0/,all light gasoline vehicles and heavy diesel vehicles (passenger cars and buses, sanitation and postal services) manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.

(3) From July, 2065438+July, 2007, the heavy-duty diesel vehicles manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.

(4) From 2065438+0865438+1 October1,light diesel vehicles manufactured, imported, sold and registered in China must meet the requirements of the National Five Standards.

III. According to the Regulations on Motor Vehicle Registration

Article 18 Where the ownership of a registered motor vehicle is transferred, the owner of the motor vehicle shall apply to the motor vehicle management office for transfer registration within 30 days from the date of delivery of the motor vehicle.

Before applying for transfer registration, the owner of a motor vehicle shall deal with the illegal acts of road traffic safety and traffic accidents involving the vehicle.

Nineteenth to apply for transfer registration, the current motor vehicle owner shall fill in the application form, submit the motor vehicle for inspection, and submit the following documents and vouchers:

(a) the identity certificate of the current motor vehicle owner;

(2) Certificates and vouchers of the transfer of ownership of motor vehicles;

(3) Motor vehicle registration certificate;

(4) Motor vehicle driving license;

(five) the customs supervision of motor vehicles shall also submit the "Certificate of Deregulation of Vehicles under Customs Supervision in People's Republic of China (PRC)" or the transfer certificate approved by the customs;

(six) motor vehicles that have exceeded the validity period of the inspection shall also submit the certificate of motor vehicle safety and technical inspection and the compulsory insurance certificate for traffic accident liability.

If the current motor vehicle owner's domicile is within the jurisdiction of the vehicle management office, the vehicle management office shall, within one day from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the submitted certificate, recover the license plate and driving license, determine the new motor vehicle license plate number, endorse the transfer matters on the motor vehicle registration certificate, and reissue the license plate, driving license and inspection conformity mark.

If the domicile of the motor vehicle owner is not within the jurisdiction of the vehicle management office, it shall be handled by the vehicle management office in accordance with the provisions of Article 13 of these Provisions.

Twentieth in any of the following circumstances, the transfer registration shall not be handled:

(1) The contents recorded in the archives of motor vehicles and vehicles are inconsistent;

(2) Motor vehicles subject to customs supervision have not been deregulated or approved for transfer by the customs;

(3) The motor vehicle is in the period of mortgage registration and pledge filing;

(four) the circumstances specified in items (1), (2), (7), (8) and (9) of Article 9 of these Provisions.
