If there is no agreement, the owner shall pay the property fee.

If it is agreed that the lessee shall pay the property fee, it shall be stipulated in the house lease contract that "during the lease period, the property fee shall be borne by the lessee".

Formal housing lease procedures should be that the owner and lessor sign a housing lease contract, then go through the registration formalities with the property company, and at the same time sign an agreement with the property company to pay the property management fee. Of course, if the owner pays, this procedure can be exempted. Registration in the property is only required if the tenant agrees to pay the fee.
