The regulations cover the owners' congress and owners' committee, property management and services, property use and maintenance, legal responsibilities, etc. Among them, the provisions of party building into the community and property management into the community governance system are clearly written into the law, which reflects the characteristics and highlights of Foshan.

According to the general principles of the Regulations, in order to standardize residential property management activities, safeguard the legitimate rights and interests of owners and property service providers, and create a harmonious, safe, civilized and clean living and working environment, this Regulation is formulated in accordance with the provisions of relevant laws and regulations and the actual situation of Foshan City.

One of the highlights of this regulation is that it is clearly proposed to lead the community to improve the level of property services by party building, and the party's grass-roots organizations are determined to play an active role in the field of property management according to law.

Article 4 of the Ordinance has Foshan characteristics, and clearly proposes to bring property management into the community governance system. This article stipulates that the municipal and district people's governments should strengthen the organization and leadership of property management, incorporate property management into the community governance system, and establish a comprehensive coordination and target responsibility mechanism for property management; Encourage the adoption of new technologies and methods to improve the level of property services and management.

The regulations clearly put forward the measures for the supervision and evaluation of property management activities, and the real estate administrative department of the Municipal People's Government is responsible for formulating and implementing the measures for the supervision and evaluation of property management activities; Construction and management of property management information system; Guide and supervise the property management industry association to carry out industry self-discipline and service work. The real estate administrative department of the District People's Government shall be responsible for the filing of property management in this region, and supervise and manage property service providers and employees; Guide and assist the owners' congress and the owners' committee to carry out their work; Supervise and manage the bidding work in the field of property management.

In terms of "owners' meetings and owners' committees", the regulations encourage the establishment of industry committees. Paragraph 1 of Article 10 stipulates that there are three conditions to be met when applying for the establishment of the owners' meeting. More than 20% of the owners of residential areas can jointly submit a written request to the subdistrict office and the town people's government for the establishment of the owners' meeting.

The second paragraph of the regulations stipulates that if the construction area of the property delivered for use reaches more than 50% of the construction area of the property management area, the owner may submit a written request for the establishment of the owners' meeting to the sub-district office and the town people's government.

The third paragraph stipulates that if the first house in the property management area has been sold and delivered for two years, and the construction area of the property delivered for use reaches more than 30% of the construction area of the property management area, the owner may submit a written request to the sub-district office and the town people's government for the establishment of the owners' meeting. In fact, it is a relatively loose starting condition for the establishment of the owners' Committee. As long as the first house is sold and delivered for 2 years, you can apply for establishment.

Under any of the circumstances mentioned in the preceding three paragraphs, the sub-district office and the Town People's Government shall, within 30 days from the date of receiving the application, guide and assist the owners to recommend and produce owners' representatives in the preparatory group of the owners' meeting in conjunction with the real estate administrative department of the District People's Government where the property is located.
