First, the output of innovative service industry is service. Its output form is not material products, but professional services provided for technological innovation, management innovation and business innovation of enterprises, and some of these services cannot exist alone and need to be carried by material products.

Second, the innovation service industry covers the whole process of innovation. Innovative service industry includes science and technology intermediary, but it is broader than science and technology intermediary. The latter is only located in the middle of innovation chain, mainly serving the transformation and transfer of scientific and technological achievements; The former covers the whole of innovation chain, including mid-stage, front-end design, R&D services and back-end basic technical services and technical transformation services. Innovative service industry only includes the service industry with market mechanism, not including the public service industry with non-market mechanism. Non-market-oriented basic research activities and public welfare research activities, such as mathematics, physics and chemistry, meteorology, earthquake, oceanography, surveying and mapping, geological exploration and other public welfare research, are provided by the government.
