Article 2 These Measures shall apply to the use safety management and supervision activities of houses that have passed the completion acceptance record or have legal property rights within the urban planning area of this Municipality. The safe use of houses in areas such as farmers' new villages built on collective land shall be managed by the relevant administrative departments with reference to these measures.

The term "safety management of housing use" as mentioned in these Measures refers to the management activities to ensure the safety of the use of housing structures, including the investigation, identification, testing, hidden danger management, emergency and termite control management of houses.

The management of house safety caused by survey, design and construction, as well as the fire safety of houses and the use safety of facilities and equipment shall be implemented in accordance with other relevant laws and regulations. Article 3 The use of houses shall follow the principles of legal use, regular inspection, combination of prevention and control, and ensuring safety. Article 4 This Municipality shall establish a housing use safety management system with the main body responsible, territorial management and departmental supervision.

The housing administrative department is responsible for the supervision and management of the safety of housing use.

Urban and rural construction, planning, land, fire protection, municipal and other relevant administrative departments shall do a good job in the supervision and management of housing use safety within their respective responsibilities.

The people's governments of counties (autonomous counties) shall be responsible for the organization and leadership of the safety management of housing use within their respective administrative areas.

Township people's governments and sub-district offices shall specifically undertake the supervision and management of the investigation of hidden dangers in the use of houses within their respective administrative areas, urge the rectification of hidden dangers in houses, set up warning signs for dangerous houses, conduct emergency management of housing safety, and accept the professional guidance of the administrative departments of housing in counties (autonomous counties). Article 5 The people's governments of cities, districts and counties (autonomous counties) shall guarantee the funds needed for the supervision and management of housing use safety. Article 6 The owner of a house is the person responsible for the safety of the use of the house and is mainly responsible for the safety of the use of the house. If the owner of the house is missing or the ownership of the house is unknown, the lessee, borrower, manager and other actual users or managers of the house shall be responsible for the safety of the use of the house.

If the use of the house is unsafe due to the behavior of others, the person responsible for the unsafe use of the house shall perform the responsibility of governance.

The development and construction unit shall, in accordance with the provisions of laws and regulations and the contract, undertake the responsibility of warranty and governance of housing quality defects during the warranty period. Before the new house is delivered for use, the development and construction unit shall submit the housing quality guarantee, housing instruction manual and other relevant documents to the transferee. Article 7 The person in charge of housing use safety shall abide by laws and regulations, respect social morality, use the house rationally according to the design structure and purpose of the house, ensure the overall structural safety of the house, and shall not affect the safety of adjacent houses, and shall not harm the public interests or the legitimate rights and interests of others. (a) damage or unauthorized changes to the load-bearing structure, main structure and important building envelope components;

Township people's governments and sub-district offices are responsible for organizing the investigation of hidden dangers in the use of houses within their respective administrative areas, focusing on the investigation of dangerous houses, important public buildings and houses with hidden dangers in the use of houses.

Education, health, sports, culture, transportation, commerce and other administrative departments. Should supervise and guide schools, hospitals, venues, stations, shopping malls, hotels and other construction safety responsible persons to carry out safety inspections.

The housing administrative department shall be responsible for the guidance and supervision of the investigation of hidden dangers in the use of houses within its administrative area.
