According to the newly revised Property Management Regulations, property companies should provide corresponding services according to the performance of property service contracts. If the property company violates the agreement of the property service contract, causing the loss and infringement of the property and personal safety of the community owners, it needs to bear corresponding legal responsibilities.

In 8 cases, the owner can refuse to pay the property fee.

1. The time for collecting the property fee is calculated from the time when the owner receives the delivery of the house. If the delivery time is delayed, the owner can completely refuse to pay the property fee during the delay period. In this case, the delivery time agreed in the sales contract cannot be used as the delivery start time of the property fee.

2. The property management company has not signed a written service contract with the community owner.

3. If the service of the property management company is too poor, you can not pay in advance, but you should collect relevant evidence, including audio, video, photos and other materials.

4. If the owner finds that the property company provides services other than the property contract and charges, the owner can refuse to pay.

5. If the charging standard of the property company exceeds the auditing and publicity standard of the price department, the owner may not pay this part of the fee.

6. If there is a problem with the quality of the house and the house is not delivered, the owner may not pay the property fee.

7. After investigation, the property company cannot produce the original legal price approval document, and the owner can refuse to pay the property fee.

8. The property company collects energy costs such as central air conditioning and thermal equipment, and the owner may refuse to pay.
