The notice pointed out that the record management of property service charges within the scope of government guidance price should be abolished. The implementation of government-guided property service charges, specific standards by the property service enterprises according to the actual situation of property services, within the scope of government-guided price consultation with the owners to determine, no longer reported to the local development and reform department for the record.

The notice made it clear that the cleaning fee for garbage and residual mud and dregs was subject to market adjustment. If the owner carries out interior decoration on his property, the cost of garbage and residual mud and muck removal will be adjusted from government pricing to market-regulated price management.
