For vacant properties that have not been occupied for a long time (for more than six months in a row) after the owner moves in, and vacant properties that have not been used for a long time after moving in, the owner shall file a written record with the property management company, pay the vacant property management fee at 70% of the stipulated or agreed service fee standard, or collect the property fee according to the provisions of the relevant departments of provinces, cities and counties on the reduction and exemption of vacant houses. If the property has been sold and delivered to the owner, the owner is the obligor to pay the service fee.
After the property is delivered, it shall be borne by the buyer, and the owner's property fee shall be calculated from the date of delivery and collected in full after occupancy.

Generally speaking, the property fee does not include the maintenance cost of facilities and equipment in the owner's residence, that is, the owner's entrance door. If the owner asks the property to help with maintenance, the property can provide paid maintenance services.
Secondly, the property fee does not include various problems caused by the quality of housing construction, such as water leakage, seepage and cracks. These problems, the property has the responsibility and obligation to reflect to the developer for the owner, and the developer is responsible for maintenance during the warranty period.
