Tampering with a water meter by a property company is theft, and if the amount is relatively large, it is suspected of committing a crime:

(a) personal theft of public or private property "a large amount", starting from one thousand yuan to three thousand yuan. Be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and shall also or only be fined;

(two) personal theft of public or private property "huge", starting from 30 thousand yuan to100 thousand yuan. Be sentenced to fixed-term imprisonment of not less than three years but not more than ten years, and be fined;

(3) The amount of personal theft of public or private property is particularly huge, ranging from 300,000 yuan to 500,000 yuan. He shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment, and shall also be fined or his property confiscated.
