2. Any department or individual has the obligation to participate in or cooperate with the emergency rescue work of production safety accidents.

Second, the tasks and objectives of emergency rescue

1, better adapt to the requirements of legal and economic activities, provide a better safety environment for employees to work and residents around the construction site, and ensure that all kinds of emergency resources are in a good state of preparation.

2. Guide the emergency actions to be carried out in an orderly manner as planned, so as to prevent the accident emergency rescue from being delayed due to poor organization of emergency actions or disordered on-site rescue work.

3. Effectively avoiding or reducing casualties and property losses will help to realize rapid, orderly and efficient emergency response actions and fully embody the "emergency spirit" of emergency rescue.

Third, the scope of application

This special emergency rescue plan is applicable to the emergency treatment plan for accidents such as casualties, falling from a height, object strike, collapse and fall, electric shock, mechanical injury, harmful gas poisoning or food poisoning, fire, explosion, flood, etc. in the construction site of Yijing Hua Ting Project.

5. Lighting equipment; Flashlights, emergency lights, safety wires, and lights below 36V;

6. Communication equipment: telephone, mobile phone, walkie-talkie and alarm;

7. Means of transportation: always keep the van on duty, and the wheels should not run long distances when on duty;

8. Fire-fighting equipment: Fire-fighting equipment is usually put in place as required and used centrally in case of emergency. Fire hoses, buckets, fire mills, fire hooks and various fire extinguishers in fire hydrants;

Six, accident emergency rescue plan

(a) the emergency rescue plan for falling from a height and hitting objects

(1) When an object strikes or falls, the first person who finds the accident should call for help and report to the project manager or site management immediately.

(2) The project shall hold an emergency rescue leading group, and should arrive at the scene as soon as possible after the accident, understand and master the situation of the accident site, formulate emergency rescue, prevent the accident from expanding, maintain the order at the scene, strictly protect the accident site, and implement the rescue plan.

(3) The project manager informs to start the emergency rescue system of the project department. (1) instruct the medical rescue team, emergency rescue team and fire brigade to go to the scene of the accident to carry out rescue work; (2) At the same time, instruct the communication liaison group to report the accident to the emergency rescue center of the company immediately. The person in charge of the company led the rescue team and medical team to the scene of the accident to carry out rescue work. (3) Contact the local medical rescue organization and call "120" or "1 10" to come to the rescue, and send someone to the main intersection to guide the ambulance to the scene of the accident, and send the wounded to the hospital for treatment as soon as possible.

(4) Before the ambulance arrived at the hospital, the medical rescue team started self-rescue work and bandaged the bleeding part of the injured to stop bleeding. Those with fractures should be fixed, and those with brain, chest and abdomen injuries should be treated accordingly. In particular, patients with fractures should pay attention to protecting the fracture site and avoiding secondary injuries. Breathe directly with oxygen, such as artificial respiration or chest compressions, and try your best to save the lives of the wounded.

After the rescue, the leader of the emergency rescue team of the project department will hold a meeting of leading group members to study the aftermath organization and arrange to contact the injured family members to deal with the aftermath. The project department shall assist the accident investigation team of the company to investigate, and the accident shall be handled according to the principle of "four not letting go".

(2) Emergency rescue plan for mechanical injury accidents

(1) When a mechanical injury accident occurs, if the injured person can call for help by himself, first call for help from an electrician and cut off the power supply quickly, or report to the project manager and the electrician on duty immediately when the accident occurs.

(2) The project department shall convene members of the emergency rescue leading group, who shall arrive at the scene as soon as possible after the accident, understand and master the accident situation, formulate emergency rescue, evacuation and diversion plans, maintain the order at the scene, and strictly guarantee the implementation of the rescue plan at the scene of the accident.

(3) The project manager informs to start the emergency rescue system of the project department. (6) The project department shall assist the accident investigation team of the company to investigate and handle the accident, and handle the accident according to the principle of "four don't let go".

(three) emergency rescue plan for collapse and collapse accidents

(4) Before the ambulance arrives at the hospital, 1 medical rescue team launches self-rescue, and gives artificial respiration or chest compressions to the coma and cardiac arrest patients. If the wounded are bleeding or fractured, they should be bandaged to stop bleeding or fracture fixation. Pay attention to protect the fracture site, lift it horizontally with wooden boards, avoid secondary injury caused by wrong lifting, and try your best to rescue the wounded. 2) For the collapse accident of foundation pit and slope, the technical guidance group went to the scene of the accident to supervise how the rescue team rescued. If any person is buried, it is necessary to manually dig or use an excavator to clean up the debris according to the location, so as to rescue the buried wounded. Prevent the collapse from expanding, monitor the pit wall and slope at any time, and clean up the materials piled on the edge of foundation pit and slope to prevent the accident from happening again. 3) When scaffolding and unloading platform collapse, rescue should be carried out in advance according to the division of labor, and members of the shelf team should eliminate and bind the collapsed shelf according to the rescue plan to prevent other shelves from collapsing again. (4) Emergency rescue plan for electric shock accident

(4) Before the ambulance arrived at the off-site hospital, the medical rescue team rescued the person who got an electric shock, and performed artificial respiration or chest compressions. If the electric shock victim has trauma or fracture, the wound should be bandaged to stop bleeding or repair the fracture. Pay attention to protect the fracture site, use wooden platform, avoid secondary injury caused by incorrect lifting, and try your best to rescue the electric shock victim.

(5) On-site self-rescue of electric shock victims: In case of electric shock during construction, drag wires or live wires at random at the construction site, isolate the power supply of electrical appliances, lift the electric shock victims to a flat site, and the medical rescue team will immediately put them into rescue.

(6) For high-voltage electric shock accidents, immediately notify the power supply department of power failure; The emergency electrician puts on insulating gloves and shoes, and turns on the switches in turn with insulating tools of corresponding voltage levels; Open the wire on the electrocuted person with a high-voltage insulating rod.

(7) Those who get an electric shock get an electric shock when working at high altitude. When disconnecting the power supply, it is necessary to prevent those who get an electric shock from falling and causing secondary injuries; If the electrocuted person is not seriously injured, but conscious, but a little flustered, numb limbs, or weak, or the electrocuted person was in a coma for a time, but has recovered, the electrocuted person should rest, don't move around, closely observe and send him to the hospital.

(8) 1) If the electric shock victim is seriously injured and has lost consciousness, but his heart is beating and breathing still exists, put soft clothes under his body so that his head is slightly lower than his shoulders, so as not to hinder breathing; If the weather is cold, keep warm and send it to the hospital quickly. 2) If it is found that the person who gets an electric shock has difficulty breathing and spasms, he should be prepared for rescue immediately after his heart stops beating or breathing stops.

(9) If the person who gets an electric shock is seriously injured and stops breathing or heartbeat or both, mouth-to-mouth resuscitation and chest compressions should be carried out immediately for rescue and sent to the hospital. On the way to the hospital, the rescue work should not stop. If possible, it is best to give oxygen directly on the spot.

(10) When people get an electric shock, they will have symptoms such as nerve paralysis, respiratory interruption, cardiac arrest and coma. Usually it is suspended animation, and you must never be a "dead person." Keep artificial respiration for at least 4-6 hours, or give up the rescue when there is rigor mortis or lividity, and stop the rescue after the doctor confirms the death.

(five) emergency rescue plan for toxic gas poisoning and food poisoning.

(1) When someone is in shock, poisoning or coma, the earliest discoverer immediately calls for help at the scene and immediately reports to the project manager and management personnel;

(2) The Project Department shall convene members of the emergency rescue leading group. After the poisoning accident, you should rush to the scene at the first time to understand and master the accident situation, formulate emergency rescue, maintain the order at the scene, block the accident scene, test and sample the harmful gas underground, and obtain poisoning test samples for inspection by the health and epidemic prevention department. Carry out rescue according to the rescue plan.

(3) The project manager informs to start the emergency rescue system of the project department (1), and instructs the medical rescue team and the emergency rescue team to rescue the poisoned personnel at the scene of the accident. (2) At the same time, the communication liaison group reports the accident to the emergency rescue center of the company. The person in charge of the company and the medical treatment team quickly rushed to the poisoning site to organize rescue work. 3) They report to the epidemic prevention department of the local health department and call "120" for rescue. Explain the symptoms, duration, number and location of the poisoned personnel, and guide the ambulance to the poisoning scene at the main intersection.

1, before the ambulance arrived, the medical rescue team rescued itself; If the victim of gas poisoning is underground, the rescue team will rescue the victim of harmful gas poisoning to the ground, put him in a ventilated place, take first aid such as artificial respiration and oxygen delivery, and send him to the hospital for rescue. Don't stop to give up the rescue; For food poisoning patients, whether in the office or at the construction site, if many people have abnormal symptoms such as vomiting and diarrhea after meals, at the same time, let the patients drink more water to stimulate their throats and make them vomit; Inform the canteen to keep the remaining food for inspection and try our best to rescue the poisoned person.

2. After the poisoned personnel are sent to the hospital for treatment, the leader of the emergency rescue team of the project department will hold a leading group meeting to study the aftermath and make contact with the families of the parties concerned, and communicate with relevant departments to report.

3. The project department shall assist the accident investigation team of the company to investigate the poisoning time, and the accident shall be handled according to the principle of "four don't let go".

(six) emergency rescue plan for fire and explosion accidents

1. In case of fire, anyone should shout "put out the fire" and report to the project manager and management immediately. The project emergency rescue team will lead the fire brigade to the scene of the accident to find out the fire, explosion location, fire location, burning location, burning substances and fire conditions, and confirm whether it is a disaster.

2, after the fire treatment measures should be taken:

(1) On-site volunteer firefighters should wear protective equipment quickly, check the fire scene in time, judge the development of the fire, and cut off the power supply and combustible gas source in time while protecting their own safety.

(2) After the fire occurs, it can be put out if it is confirmed that the fire is small.

(3) The fire developed rapidly. If there is no necessary equipment, evacuate people immediately and wait for the professional fire brigade to put out the fire.

(4) On-site rescue, treatment and hospitalization for the injured.

The project emergency rescue team leader instructed (1) the communication contact group to immediately dial "1 19" for emergency rescue. (2) If there is any injured person, call the medical rescue agency "120" to come to the rescue. (3) Immediately report the accident, fire and explosion to the emergency rescue center of the company, and the construction rescue team and medical team led by the company head will rush to the scene of the accident to carry out rescue work. (4) Send people to the main intersection to meet the fire engines and ambulances arriving at the scene, eliminate the fire, rescue the wounded and send them to the hospital for treatment.

(seven) emergency rescue plan for flood control and typhoon prevention

(1) When there is a rainstorm (rainfall 50- 100 mm) within 24 hours after receiving the release from the Meteorological Observatory;

(2) When there is rainstorm or heavy rainstorm (rainfall is greater than 100 mm) within 24 hours after receiving the release from the Meteorological Observatory;

(3) The emergency rescue center of the company shall immediately report to the leaders of the project department, and the leaders of the project department shall judge and approve according to the situation and start the emergency rescue plan.

Seven, the emergency plan after the termination of the recovery work.

1. After the implementation of the emergency plan is terminated, effective measures shall be taken to prevent the accident from expanding and protect the accident site. If it is necessary to move the items on the site, it shall make written marks and records, properly preserve the relevant physical evidence, and report the accident to the relevant departments in a timely manner in accordance with relevant state regulations.

2. Make statistical summary of casualties and property losses caused in the accident process, and form a document to provide information for further handling of the accident.

3, in the whole process of the implementation of the accident emergency plan, make a summary seriously and scientifically, improve the shortcomings and defects in the plan, and provide experience and perfect basis for the establishment and formulation of the plan in the future.

4. According to the company headquarters labor reward system, reward and punish those who have made meritorious service in the accident, and properly handle the aftermath of casualties in the accident. Organize to resume normal production and work as soon as possible.
