For the above-mentioned key epidemic prevention enterprises, Shanghai has managed through the list system and established a national list and a Shanghai list. Central enterprises in Shanghai can apply directly to the National Development and Reform Commission and the Ministry of Industry and Information Technology. Shanghai local enterprises can apply to the Municipal Development and Reform Commission and the Municipal Economic and Information Committee.
