Provisions of Hohhot Municipality on Punishing Urban Environmental Sanitation and Parking Order Violations (for Trial Implementation)

Article 1 In order to strengthen the management of urban environmental sanitation, standardize the parking order of vehicles, optimize the urban environment and improve the level of urban civilization, these Provisions are formulated in accordance with relevant laws and regulations and combined with the actual situation of our city. Article 2 These Provisions shall apply to the urbanized areas, economic development zones and industrial parks under municipal districts. Article 3 The management of city appearance and environmental sanitation and parking order in this Municipality adheres to the principles of unified leadership, hierarchical management, departmental cooperation, multi-party participation, public supervision, and the combination of education and punishment. Article 4 The municipal administrative law enforcement department of urban management shall be responsible for organizing the implementation of penalties for illegal acts of urban environmental sanitation.

The municipal public security traffic management department is responsible for the organization and implementation of the penalties for vehicle parking order.

The urban management department and the public security traffic control department of the four districts of the city and the development zone are responsible for organizing and implementing the punishment of urban environmental sanitation and vehicle parking order violations within their respective jurisdictions. Fifth all units and individuals have the obligation to maintain the city appearance, environmental sanitation and parking order of vehicles, and have the right to report and complain about violations of these provisions.

The urban management implementation department shall establish a social complaint, report and reward mechanism, and may reward the complaints and informants. Article 6 It is forbidden to urinate at will in key areas of urban management. In any of the following circumstances, it shall be ordered to clean up immediately, and a fine of more than 1000 yuan shall be imposed according to the circumstances:

(a) around all kinds of buildings, structures and street facilities;

(two) urinating at will within the scope of public facilities such as urban roads and lighting;

(3) Within the safety protection scope of facilities such as heating, water supply, drainage, power supply and gas;

(four) urinating around the city gardens, green spaces and trees;

(five) to urinate in and around all kinds of garbage cans, turnover boxes, sanitation carts and other environmental sanitation service facilities.

Anyone who urinates at will in other administrative areas of this Municipality shall be ordered to clean up immediately, and may be fined below 500 yuan according to the circumstances. Article 7 All units and individuals shall maintain public environmental sanitation and prohibit the following acts that affect environmental sanitation:

(a) Spitting and vomiting;

(two) throwing peels, scraps of paper, cigarette butts and chewing gum;

(three) throwing disposable tableware, plastic bags and other packaging materials;

(four) throwing waste batteries, waste electrical appliances and other harmful wastes;

(5) Littering animal carcasses;

(six) burning leaves and garbage in open places and garbage collection containers.

Violation of the provisions of this article, one of the above acts, shall be ordered to immediately clean up, and may impose a fine on individuals from 50 yuan to 500 yuan. Eighth motor vehicle drivers should regulate the parking of vehicles, and shall not park at will. Vehicle parking should be carried out in strict accordance with the requirements of signs and markings such as the scope and direction of parking spaces. In violation of the provisions of this article, in any of the following circumstances, it shall be ordered to make immediate corrections, and a fine of more than 50 yuan 150 yuan shall be imposed:

(a) unauthorized construction in various municipal roads, parks, municipal facilities and other places. , without setting up a motor vehicle parking place;

(two) parking beyond the berth in all kinds of parking lots, not according to the direction and scope of parking spaces;

(three) other circumstances that do not stop according to the regulations.

Those who park bicycles, electric cars, tricycles and other non-motor vehicles at will or occupy motor vehicle parking spaces shall be ordered to make immediate corrections, and may be fined above 50 yuan 10 yuan. Ninth prohibit raising pigs, sheep, cattle, rabbits, chickens, ducks, geese, edible pigeons and other livestock and poultry in urban areas and development zones.

Residents' keeping pets shall not affect the environmental sanitation, and the feces produced by pets in public places such as roads shall be removed immediately.

Dog-raising residents in this city shall strictly abide by the provisions on environmental sanitation management. When you take your dog out of the house, you should put the dog on a leash, be led by an adult, and prepare tools to clean up feces. If the dog excretes feces outdoors, it should be removed immediately. If it is not removed immediately, 50 yuan will be fined. Article 10 No unit or individual may dump sewage, garbage, feces, etc. Enter the rain shed, or move all kinds of manhole covers without authorization and dump garbage inside. In case of any of the above circumstances, it shall be ordered to make corrections immediately, and may be fined more than 200 yuan 1000 yuan. Article 11 No unit or individual may scribble, depict, post or hang all kinds of advertisements and promotional materials on public facilities such as pavements, kerbs, telephone poles and trees. Don't distribute advertisements and promotional materials at will in public places such as roads and squares. Do not set up advertisements in violation of regulations in corridors, elevators and other property management areas, and do not post, depict or scribble.

In violation of the provisions of this article, the implementer shall be given a warning, ordered to make corrections, and may be fined more than 2,000 yuan in 200 yuan; Units and individuals that organize the implementation shall be fined between 3,000 yuan and 30,000 yuan. Twelfth motor vehicles, non-motor vehicle drivers and passengers driving or riding a motor vehicle or non-motor vehicle, shall not throw cigarette butts, peels and other items.

In violation of the provisions of this article, the implementer shall be given a warning, ordered to make corrections and fined in 50 yuan. Thirteenth in the transport of construction waste and materials, shall not be discarded, scattered.
