Chapter I General Provisions Article 1 In order to standardize property management activities, safeguard the legitimate rights and interests of relevant subjects of property management, create a civilized and harmonious living and working environment, promote the upgrading of property services to high quality and diversification, and meet the people's growing needs for a better life, these Regulations are formulated in accordance with the provisions of the General Principles of the Civil Law of People's Republic of China (PRC), the Regulations on Property Management and the Regulations on Property Management of Shandong Province, and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to property management and related supervision and management activities within the administrative area of this Municipality.

The term "property management" as mentioned in these Regulations refers to the activities of the owners to maintain, conserve and manage the buildings, supporting facilities, equipment and related sites in the property service area through hiring property service providers or self-management, and to maintain the environmental sanitation and order in the relevant areas.

Property service providers include property service enterprises and other managers. Article 3 Property management shall follow the principle of combining owner autonomy, professional services and government supervision and management according to law under the leadership of the Party Committee.

Establish and improve the governance system with the participation of residents' committees, owners' committees, owners and property service providers under the leadership of community party organizations.

Promote the establishment of the Party's grass-roots organizations in the committees of property service providers and owners in accordance with the provisions of the Constitution of the Producers' Party of China, carry out Party activities, and give play to the leading role of Party building.

Advocate the integration of socialist core values into temporary management regulations and management protocols, carry forward excellent traditional culture, and enhance residents' sense of community identity, belonging, responsibility and honor. Article 4 The people's governments of cities and counties (cities, districts) shall establish a comprehensive coordination mechanism for property management, incorporate property management into the community governance system, promote property management as a whole, and coordinate and solve major problems in property management within their respective administrative areas.

City, county (city, district) people's government should incorporate the property service industry into the development plan of modern service industry, and promote the specialization, standardization and marketization of the property service industry. Fifth city housing and urban and rural construction departments responsible for the supervision and management of property management activities within the administrative area of this Municipality, perform the following duties:

(a) to formulate or formulate policies related to property management and organize their implementation;

(two) to guide and supervise the county (city, district) housing and urban and rural construction departments to carry out property management;

(three) to guide and supervise the collection, management and use of special maintenance funds;

(four) to formulate temporary management regulations, management regulations, rules of procedure of the owners' congress, property service contracts and other model texts;

(five) to formulate property service standards and service quality evaluation methods;

(six) the establishment of a unified smart property management service platform in the city, providing information inquiry, service quality evaluation, electronic voting, credit supervision and property bidding management services;

(seven) to guide the transformation of old residential areas;

(8) Other supervisory and administrative duties.

County (city, district) housing and urban and rural construction departments are responsible for the supervision and management of property management activities within their respective administrative areas, and perform the following duties:

(a) the implementation of property management policies and systems;

(two) to supervise and manage the property service activities within the jurisdiction;

(three) responsible for the management of special maintenance funds within the jurisdiction;

(four) to guide and supervise the property inspection activities;

(five) responsible for the neighborhood offices, the town people's government, the residents' committee of the property management personnel and members of the owners' committee training;

(six) to guide the neighborhood offices and the Town People's Government in the implementation of property management;

(seven) to organize the implementation of the transformation of old residential areas;

(8) Other supervisory and administrative duties.

Development and reform, public security, civil affairs, finance, natural resources and planning, urban management, market supervision, civil air defense, emergency management, fire rescue and other departments and institutions, according to their respective responsibilities, responsible for property management related work. Article 6 Sub-district offices and town people's governments shall co-ordinate, coordinate and supervise the property management activities within their respective jurisdictions, and perform the following duties:

(a) to organize and guide the establishment of the owners' meeting, the election of the owners' committee and the establishment of the property management committee;

(two) to guide and supervise the owners' congress and the owners' committee to perform their duties according to law;

(three) to supervise the handover of property projects;

(four) to organize the evaluation of property service satisfaction and service quality;

(five) to convene a joint meeting of property management, mediation and handling of property disputes;

(six) other duties related to property management.

Neighborhood offices and town people's governments shall designate corresponding institutions to undertake property management. Seventh residents' committees shall carry out the following work under the guidance of the neighborhood offices and the town people's government:

(a) to guide and supervise the owners' congress and the owners' committee to carry out the work of owners' autonomy according to law;

(two) to guide and supervise the property service providers to perform their obligations according to law and mediate property disputes;

(three) to organize the implementation of the property management work before the establishment of the owners' congress of the old residential area;

(four) to perform the duties of grid management, timely investigation and settlement of property management disputes;

(five) other duties related to property management.
