Chapter I General Provisions Article 1 In order to strengthen the management of city appearance, improve the quality of urban living environment, and keep buildings and public facilities clean, beautiful and functional, these Provisions are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the supervision and administration of the cleaning and renovation of buildings and public facilities in this Municipality. Article 3 The term "building cleaning and renovation" as mentioned in these Provisions includes building facade cleaning and renovation and roof beautification.

The cleaning and repair of building facades as mentioned in these Provisions refers to the cleaning, painting and repair of building facades and their ancillary facilities.

The term "roof beautification" as mentioned in these Provisions refers to keeping the roof clean or decorating, embellishing and transforming the roof through greening, spraying and refreshing, colored plastic film covering and roof transformation, so as to achieve beautiful and harmonious environmental effects. Article 4 The term "cleaning and renovation of public facilities" as mentioned in these Provisions refers to cleaning, painting and repairing old and damaged public facilities to make them beautiful in appearance and good in function.

The public facilities mentioned in these Provisions refer to roads (including bridges and culverts, etc.). ), public welfare facilities, public service facilities and advertising facilities such as electric power, communication, greening, fire protection, sanitation, road lighting, road sound insulation screen, bus stop, life service, recreation and sports. Article 5 The municipal administrative department of urban management (hereinafter referred to as the municipal urban management department) is responsible for the organization, coordination, supervision and management of the cleaning and renovation of buildings and public facilities in the whole city and related legal publicity and education work.

The district urban management administrative department (hereinafter referred to as the district competent department) is responsible for the organization, coordination, daily supervision and related legal publicity and education of the cleaning and renovation of buildings and public facilities within its jurisdiction.

Housing, construction, land planning, transportation, finance, quality supervision, industry and commerce, safety supervision and other administrative departments. Perform corresponding supervisory duties within their respective responsibilities. Sixth municipal departments and district governments (including the new district management agencies) shall, according to the needs of city management, designate key areas for cleaning and rectifying buildings and public facilities. Key areas should be major traffic arteries, rail transit, railway lines, key urban landscape areas, ports, airports, seaports, transportation hubs, large-scale cultural and sports facilities and other key urban activities.

The municipal competent department and the district governments (including the new district management agencies) shall announce the designated and adjusted key areas to the public and listen to public opinions. The scope of key areas will be announced to the public after being approved by the municipal government.

The competent department shall strengthen supervision over the cleaning and renovation activities of buildings and public facilities in key areas and establish a daily inspection system. Article 7 The municipal competent department is responsible for formulating the technical guidelines for building cleaning and renovation (hereinafter referred to as the technical guidelines), and regulating and guiding the building cleaning and renovation work in the whole city.

The cleaning and renovation of buildings and public facilities should meet the requirements of the national urban appearance standards, and use energy-saving and environmental-friendly materials. Article 8 Repairing the facade and roof of a building, which involves changing the structure of the building, shall be implemented after being reported to the planning, land and housing construction department for approval in accordance with the legal procedures of the construction project. Article 9 Residents' committees, joint-stock cooperative companies and other community autonomous organizations shall organize and urge residents in their respective areas to carry out the cleaning and renovation of building facades and roof beautification. Article 10 All units and individuals should consciously maintain the cleanliness and order of buildings and public facilities, support and cooperate with the competent authorities in cleaning and renovating buildings and public facilities, and have the right to report and complain to the competent authorities about acts that damage the cleanliness and order of buildings and public facilities; You can also call the municipal government public telephone system to report complaints.

After receiving reports and complaints, the competent department shall handle them in a timely manner in accordance with the division of responsibilities. If it falls within the scope of responsibilities of the competent department, it shall be handled by the competent department in accordance with relevant regulations; If it falls within the scope of duties of other administrative departments, the competent department shall promptly hand it over to other administrative departments for handling.

Other administrative departments shall, after receiving the reports and complaints and the reports and complaints transmitted by the competent authorities, handle them in time and feed back the handling situation to the competent authorities, informants or complainants. Chapter II Cleaning and Renovation of Building Facades Article 11 A realty service enterprise shall be responsible for cleaning and renovating the building fa? ades managed by the realty service enterprise. Cleaning expenses shall be paid from the property service fee; Paint and repair costs paid from the property special maintenance funds. Twelfth buildings that are not managed by the property service enterprises shall be cleaned and decorated by the building owners; If the owner of the building is not clear, the owner of the building shall be responsible.

If there are multiple owners in the same building, the owners of the building shall share the cost of cleaning and decorating the facade of the building in proportion to the area of all buildings; If the owner is unclear and there are multiple users, the users of the building shall share the cleaning and renovation costs of the building facade according to the proportion of the building area they use. Thirteenth building facades should be cleaned and renovated regularly. The cleaning and renovation cycle of building facades in key areas is as follows:

(1) If the facade is a glass curtain wall or a metal plate, it shall be cleaned at least once every 1 year;

(2) If the facade is made of materials such as brick curtain wall and stone curtain wall, it shall be cleaned at least once every 2 years;

(3) If the facade is painted, it shall be cleaned at least once every 2 years; If the coating exceeds the shelf life, it should be repainted. If there is no shelf life, repaint it at least once every 5 years.

The time limit for regular cleaning and renovation of building facades in non-key areas shall be implemented with reference to the above standards.
