Some thoughts on strengthening urban management

Mass work has always been a very important work that our party attaches great importance to. At present, in the party's top-down mass line education practice, the overall image of urban management law enforcement needs to be strengthened, the social evaluation of urban management team is not high, and the team building model needs to be improved. How to adapt to the needs of urban management administrative law enforcement under the new situation and improve the ability to do mass work should start from the following aspects:

1. Change the concept and keep in mind "running the city for the people". The main body of a city is citizens, and the fundamental purpose of urban management is to create a better urban environment for every citizen. In our work, we should firmly establish the idea that cities belong to the people, that urban resources and public services should be enjoyed by the whole people, and that urban management should be close to, serve and benefit the citizens, so that urban management can meet the fundamental interests of the overwhelming majority of people and meet their living needs. A city is service first, that is, serving the citizens, not the landscape. Only within the scope of facilitating people's lives, the beauty of urban appearance is desirable. Only when the two are organically unified can they promote each other and improve together. It is necessary to change simple law enforcement into a trinity of "law enforcement+management+service". Simple law enforcement and management often only pay attention to the effect of law enforcement and ignore the social effect. In the work, we should keep in mind the purpose that urban management law enforcement is service, urban management law enforcement must serve and urban management law enforcement must serve, and adhere to the law enforcement concepts of "paying equal attention to urban image and law enforcement image" and "rigid management and flexible law enforcement".

2, group management and governance, please participate in urban management. Urban management concerns people, and everything concerns people's livelihood. It is necessary to broaden the channels for expressing social conditions and public opinions, build various forms of communication platforms with citizens, and arouse the concern, understanding and support of the whole society for urban management. First, it is necessary to build a platform for communication with citizens, set up a team of urban management volunteers in a timely manner, and carry out urban management volunteer activities. Second, for the implementation of major systems and policies in urban management, it is necessary to listen to the opinions of the masses and improve social participation. 3. Optimize the team and fill in the "short board" of team quality. The low overall quality of the team is the biggest shortcoming that restricts urban management law enforcement. The composition of urban management law enforcement team is complex, including civil servants and institutions, and coordinators are employed in many places. In particular, the employed coordinators are generally low in cultural quality, weak in self-discipline, poor in team discipline and organizational discipline, and are often criticized by all walks of life. Based on the practical needs of fully implementing the power of relatively centralized administrative punishment, we should constantly improve the quality of urban management team, cultivate modern urban management team, improve the ability of urban management law enforcement, and put it in a more prominent position in team building. It is necessary to strictly control the entrance of urban management team members, give priority to high-quality professionals when recruiting urban management law enforcement personnel, strive to introduce a group of outstanding talents with high academic qualifications and strong business skills, and optimize the knowledge structure of urban management team.

4. Infinitely serve the people and work in the hearts of the masses. The comprehensiveness of modern urban management determines the centralization of urban management law enforcement. The problem of urban street vendors is not only a problem of market supervision, but also involves employment, the stage and mode of economic development in nearby rural areas, the threshold of market access, the layout of commercial services, the relationship between supply and demand, the living habits of residents and many other aspects. We should focus on solving the problems that the masses care about and do practical things for the masses. For example, the renovation of the "road market" should not only focus on order, but also on facilitating residents' lives. It is necessary to open up appropriate temporary markets and establish necessary infrastructure, such as "a street with local characteristics", temporary sales points of seasonal agricultural and sideline products, and seasonal markets in secondary streets and lanes, and strive to solve the needs of vulnerable groups and the urgent needs of the masses. Maximize the close relationship between law enforcers and citizens, fully win the understanding and support of the masses, and resolve contradictions in the process of law enforcement and solve them in the bud.

5. Create an image and pay attention to cultivating urban management law enforcement culture. The first is to strengthen publicity. Urban management concerns people, and everything concerns people's livelihood. Therefore, it is necessary to deepen the propaganda work of the urban management department, report the dynamics of urban management work in time, and reflect the real work of urban management. Second, we must cultivate a unique urban management law enforcement culture. It is necessary to strengthen the cultivation of urban management personnel's sense of professional honor, identity and belonging, and regard urban management as a glorious cause for which they can make selfless dedication and unremitting struggle.
