Jinan 20 1 1 Government Work Report

Now, on behalf of the Municipal People's Government, I report my work to the General Assembly. Please review it together with the Outline of the Twelfth Five-year Plan for National Economic and Social Development of Jinan (Draft), and invite all CPPCC members and other people present to express their opinions.

I. During the 11th Five-Year Plan period, new achievements have been made in the modernization of provincial capital cities.

The "Eleventh Five-Year Plan" period is an extraordinary five years in the development history of our city. Under the strong leadership of Jinan Municipal Committee, the municipal government, together with the people of the whole city, and under the guidance of Scientific Outlook on Development, emancipated the mind, promoted the realm, seized the opportunity and made active efforts to promote the economic and social development of the provincial capital to make new achievements while overcoming difficulties. In 20 10, the city's GDP reached 3910.8 billion yuan, which was double that at the end of the tenth five-year plan, with an average annual growth of13.9%; The general budget revenue of local finance is 26,665.438 billion yuan, 2.5 times that of the end of the Tenth Five-Year Plan, with an average annual growth rate of 20.2%; The total retail sales of social consumer goods reached172.55 billion yuan, 2. 1 times that at the end of the Tenth Five-Year Plan, with an average annual growth of 16.4%. The total investment in fixed assets of the whole society was 722.66 billion yuan, 2.6 times that of the Tenth Five-Year Plan period, with an average annual increase of 654.38+08%. Complete the objectives and tasks set in the Eleventh Five-Year Plan.

(1) Accelerate the transformation of development mode. Conscientiously implement the national and provincial decision-making arrangements to deal with the international financial crisis, formulate and implement a series of policies and measures to expand domestic demand to promote growth and accelerate the transformation of development mode, and the city's economy continues to improve steadily. The industrial structure has undergone positive changes, and the proportion of the three industries has been adjusted from 7.3: 45.9: 46.8 at the end of the Tenth Five-Year Plan to 5.5: 41.9: 52.6. The proportion of modern service industry in service industry reached 44.6%, 2.8 percentage points higher than that at the end of the Tenth Five-Year Plan. Finance, information and tourism grew at an average annual rate of more than 20%, and the development of convention and exhibition industry accelerated. The industrial structure was optimized and upgraded to form three leading industries with a total investment of 100 billion yuan. The output value of high-tech industries has reached a new level of 200 billion yuan, accounting for 4 1.5% of the total industrial output value, which is 1 1.4 percentage points higher than that at the end of the Tenth Five-Year Plan. Strategic emerging industries such as new information, new energy, biomedicine and high-end equipment manufacturing have accelerated development. The investment structure has been continuously optimized, and efforts have been made to increase investment in transportation, energy, agriculture, water conservancy, people's livelihood, high-tech and modern service industries. In 20 10, the investment in modern service industry and technological transformation increased by 25% and 47.8% respectively; Private investment increased by 30.6%, accounting for 5 percentage points of the total investment. Innovation-driven capacity has been enhanced, and pilot projects such as national intellectual property demonstration city, national innovative city and famous software city in China have been carried out in depth. The construction of a comprehensive national high-tech industrial base, a national innovative drug incubation base and a national comprehensive new drug research and development technology platform was accelerated. In the past five years, there have been 1 10 enterprise technology centers, 133 engineering technology centers and 104 innovative enterprises, all of which rank first in the province. The economic indicators of high-tech zones have increased substantially, and their ranking in the country has moved forward significantly. Remarkable achievements have been made in energy conservation and emission reduction. In five years, 2.4 million tons of backward cement production capacity will be eliminated, and 1.48% of the task target will be achieved. Eliminate the backward steelmaking capacity of 6.5438+0.5 million tons and the backward ironmaking capacity of 830,000 tons, and achieve the task target of 654.38+0.000%; Shut down 402,000 kilowatts of small thermal power, achieving104% of the mission objectives; Cut chemical oxygen demand by 30 1000 tons and sulfur dioxide by 44,400 tons, and fully realize the energy-saving and emission-reduction targets in the 11th Five-Year Plan.

(2) Urban development has been promoted by leaps and bounds. Take the promotion of urban planning and construction management as an important starting point to expand domestic demand, adjust the structure and benefit people's livelihood, seize the great opportunity of organizing the 11th National Games and the 7th International Garden and Flower Expo, expand the development space, create a development carrier and enhance the functional image of the city. Over the past five years, the accumulated investment has reached 200 billion yuan, double that of the Tenth Five-Year Plan period. Complete a new round of urban master planning, land use and mineral resources planning revision, realize the full coverage of central city control regulations, and basically form the urban and rural planning system. We will comprehensively promote the transformation and upgrading of old cities, focusing on the transformation of shanty towns, urban villages and dilapidated houses. The construction of three new districts was started, the Olympic, Sports, Culture and Expo Zone in the East New District began to take shape, the construction of West Station in the West New District was started in an all-round way, the comprehensive improvement project of Xiaoqing River in Binhe New District was solidly promoted, and the investment 16 urban complex was successfully built, which opened a new framework for urban development. The "One Pavilion, Three Pavilions" and the Garden Expo Park of the Olympic Sports Center won the highest prize for architectural engineering in China. Track laying of Jinan section of Beijing-Shanghai high-speed railway was completed, and projects such as Jihe Expressway, Dabei Ring Road, Beiyuan Expressway, Elevated Second Ring Road, Jiyang and Jianbang Yellow River Bridge were completed. A "two horizontals and three verticals" BRT network has been built, and the annual passenger volume of urban public transport has reached 864 million passengers. In the past five years, a total of 1, 3 1 100 million yuan has been invested to strengthen the construction of municipal "four supply and two rows" facilities, which is 2.9 times that of the tenth five-year plan period. Upgrade and transform 67 low-pressure water supply area pipe networks, complete the first phase of Jixi emergency water supply project, and newly build and transform 13 heat source plant and 7 sewage treatment plants. Jinan Power Grid completed an investment of 654.38+00.77 billion yuan, and its power supply capacity reached 4.5 million kilowatts, an increase of 70% over the end of the Tenth Five-Year Plan. The extension and reconstruction of Daming Lake has been completed, the moat is open to navigation, Baotu Spring has been spewing for seven consecutive years, and the characteristics of the spring city are more prominent. The national forest city creation activity was launched, and the urban greening coverage rate reached 37%. We will continue to promote the comprehensive improvement of the urban environment, implement urban greening, beautification, purification and lighting projects, carry out the activities of "Ten Actions and 100 Practical Things" in urban management, effectively solve a large number of urban management problems with the control of "Eight Chaos", complete the control of 108 damaged mountains, and gradually improve the urban air quality.

(3) The pace of building agriculture, rural areas and farmers has been accelerated. In the past five years, the expenditure of municipal finance on agriculture, rural areas and farmers has reached 6.59 billion yuan, three times that of the tenth five-year plan period, and the policy of supporting agriculture and benefiting farmers has been strengthened. In 20 10, the total grain output was 2.894 million tons, with a bumper harvest for eight consecutive years. 77 urban agricultural parks and characteristic brand bases have been built, and 350 leading agricultural enterprises above designated size have improved the quality and safety of agricultural products. The "Ten Major Actions" for building a new countryside have been fully completed, and all villages have basically achieved full coverage of oil roads (cement roads), public transportation, cable TV and the new rural cooperative medical system. The rate of tap water entering the village exceeds 95%, and the rate of centralized support for the five-guarantee recipients reaches 75.8%. 38 small town construction tasks were completed, and 326 whole village reconstruction and relocation projects were started, with 6,543,800 new rural houses and 26,000 dilapidated houses. 2 10 rural poverty alleviation and development projects will be implemented, and the absolute poor population with annual net income below 1000 yuan will be basically eliminated. The "Hundred Reservoirs Danger Removal" project was completed in an all-round way, with 42,000 hectares of soil erosion controlled and 654.38+266,000 hectares of water-saving irrigation developed. The prevention and control of American white moth and straw burning have achieved remarkable results, and the prevention and control of major animal diseases are solid and effective. Zhangqiu has been ranked among the top 100 cities in scientific development of small and medium-sized cities in China for six consecutive years, and new changes have taken place in the economic, social and urban construction of Shanghe County.

(4) remarkable results have been achieved in improving people's livelihood. Adhere to the protection and improvement of people's livelihood as the fundamental starting point and foothold, and the people of the city will get more benefits in the reform and development. The standard of living has obviously improved. In 20 10, the per capita disposable income of urban residents and the per capita net income of farmers reached 2532 1 yuan and 8903 yuan, respectively, with average annual growth of 13.3% and 13. 1%. The general level of consumer prices rose by 2. 1%. Take active policies to promote employment. In the past five years, 678,000 new jobs have been created in cities and towns, and 888,000 surplus rural laborers have been transferred to employment, and the registered unemployment rate in cities and towns has been controlled within 4%. In order to speed up the construction of the social security system, the municipal finance invested 8.34 billion yuan in social security funds in five years, double the amount during the Tenth Five-Year Plan period. The enterprise retirement pension will be increased from 782 yuan per month at the end of the Tenth Five-Year Plan to 1520 yuan, and the urban and rural subsistence allowances will be fully covered. The number of people participating in the new rural old-age insurance reached 820,000, and the number of people participating in migrant workers' medical care and industrial injury insurance reached 372,000 and 540,000 respectively. The renovation of shanty towns in 38 concentrated areas and 34 sporadic areas was started, and 2.9 million square meters of resettlement houses were started, which solved the housing problem of 6.5438+0.83 million people with difficulties, and the living conditions of a large number of people living in low-humidity environments for a long time were improved. Six public rental housing projects, including Qinyuan New Residence with a total construction area of10.4 million square meters, were started, and 7,339 families were given a low-rent housing subsidy of 61.10 million yuan. The municipal financial investment was 1, 5 1 billion yuan, and 33 practical projects for the people were completed for three consecutive years.

(5) Social undertakings have been comprehensively strengthened. The strategy of strengthening the city with talents was thoroughly implemented, and the "5 150 talent introduction plan" was promoted. 99 high-level talents at home and abroad were introduced, and 16 people entered the "100 million talents project in the new century", and the construction of high-skilled talents was strengthened. Optimize the allocation of educational resources, promote the standardization construction of kindergartens and the safety project of primary and secondary school buildings, strive to solve the problem of difficulties in enrolling children of migrant workers, implement a tuition-free policy for students with difficulties in rural areas and agricultural majors, and popularize high school education in cities. Remarkable achievements have been made in medical and health undertakings. Conscientiously implement the national essential drug system, promote the reform of health supervision system, and take the lead in implementing the "Huimin medical project" in the province. The government subsidy standard of the new rural cooperative medical system reaches 1.20 yuan per person per year. Implement the "Health Enhancement Project", build 2,366 standardized village clinics and 252 urban community health service centers (stations), effectively prevent and control major epidemics such as influenza A, and strive to stabilize the low fertility level, and control the natural population growth rate within 2.78‰. Prosperous development of cultural undertakings and cultural industries, start the "38 10" project, and complete the construction of 60 township comprehensive cultural stations and 3,400 farmer's bookstores. The 5th China Peking Opera Art Festival and the 1st China Intangible Cultural Heritage Expo were successfully held, the renovation project of Fu Xue Confucian Temple was completed, public museums were opened free of charge, and a number of outstanding works such as "A Spring City under the World" were created and released. The preparations for the 11th National Games in Jinan's main competition area were successfully completed, which fully demonstrated the achievements of the provincial capital's modernization and the Jinan people's United struggle to strive for first-class spiritual outlook. Chinese athletes won 79 gold medals in Beijing Olympic Games, Guangzhou Asian Games, National Games and other large-scale competitions, achieving a new breakthrough in history. New achievements have been made in press and publication, radio and television, social sciences, ethnic religions, archives and historical records, women and children, the elderly, the disabled, earthquakes and meteorology.

(6) Reform and opening up continued to deepen. Solidly promote the reform of key areas and key links, and the vitality of economic development has been continuously enhanced. City, county, town (township) three-level institutional reform was successfully completed, and the reform of the examination and approval system continued to deepen. We will deepen the management of government funds, administrative assets and the reform of the investment and financing system, integrate centralized 17 financial special funds, manage the assets of 98 municipal administrative institutions in a unified way, and set up a municipal public resource trading platform. Important progress has been made in the reform of state-owned enterprises, with the proportion of non-public economy reaching 42.6%.

The reform of the grain circulation system was fully completed. The open economy has developed in depth, with a cumulative actual utilization of foreign capital of US$ 3.75 billion and a total import and export volume of US$ 30.29 billion, 2.8 times and 2.6 times that of the Tenth Five-Year Plan period, respectively. Among them, the export proportion of mechanical and electrical products and high-tech products reached 6 1.8% and1.8%, respectively, compared with the end of the Tenth Five-Year Plan period. Service outsourcing has become a new bright spot in the development of export-oriented economy, accounting for more than 40% of the province. New achievements have been made in foreign affairs, overseas Chinese affairs and Taiwan affairs, and 17 pairs of friendly and cooperative cities have been established, charter flights from Jinan to Osaka and direct flights to Taipei have been opened, and the functions of port facilities have been continuously improved.

(VII) Innovative development of a harmonious society. We will further promote the construction of a safe Jinan, focus on resolving social contradictions, innovating social management, enforcing the law fairly and honestly, strengthen the construction of a four-level petition network and maintain stability, and seriously coordinate and handle the problem of group petitions. We cracked down on all kinds of illegal and criminal activities in accordance with the law, strengthened traffic fire safety management, and the overall social security situation was stable, and the emergency management system was constantly improved. Special rectification activities were carried out in depth, and the situation of production safety was basically stable. Tax collection and management, tax payment services, product quality, food and drug supervision, and industrial and commercial management services have all been improved. The activities to create spiritual civilization of "welcome the National Games, stress civilization and cultivate a new style" have been widely carried out, and a number of well-known brands with national influence, such as Quancheng volunteers, intimate civil servants and Sister Sunshine, and advanced moral models such as Zheng, Liu Zhenhua and Liu Yanbao, have emerged. Lixia, Shizhong, Huaiyin and Zhangqiu won the national and provincial demonstration units of harmonious community construction, and our city moved forward greatly in the evaluation of national civilization index. National defense education and * * * construction have achieved remarkable results and won six consecutive championships as a model city with double support. Actively support the development of charity. Successfully completed the post-disaster reconstruction of Gulei Town and Beichuan County and the tasks of aiding Tibet, Xinjiang and Chongqing.

(8) solid progress was made in government construction. Accelerate the construction of a government ruled by law, adhere to administration according to law, scientific and democratic decision-making, further promote the openness of government affairs, actively implement the system of openness, evaluation and hearing of major decisions, and fully complete the task of popularizing the law during the Fifth Five-Year Plan. Consciously accept the supervision of the Municipal People's Congress and its Standing Committee and the democratic supervision of CPPCC. In the past five years, we have handled 65,438 suggestions from NPC deputies and 0,808 suggestions from CPPCC members. Accelerate the construction of a service-oriented government, improve administrative efficiency, solidly promote online services, and vigorously streamline administrative examination and approval items. The municipal administrative examination and approval items were reduced from 436 to 93, the examination and approval links were reduced by 236, the processing time was 1.332 working days, and the government regulations 15 and normative documents 1.05 were abolished. Establish an electronic monitoring system for administrative law enforcement, and sort out 4326 standardized penalties. Promote the competition system of procurement agencies and the construction of electronic government procurement platform, and save funds 1 1. 1 billion yuan in five years. For four years in a row, we launched the activity of "I make suggestions for the government work report" for the citizens and all walks of life, opened the citizen service hotline 12345, and carried out the activities of "going to the grassroots, solving problems, doing practical things", "ruling for the people, being honest and efficient" and "striving for Excellence first". Focus on preventing corruption from the source, strengthen scientific and technological anti-corrosion, and set up a public resource trading service center to provide a unified trading platform for project bidding, land transactions, property rights transactions, medical procurement, etc. Strengthen supervision and audit supervision, strictly lead the economic responsibility audit of cadres, and save funds 1, 654,380 billion yuan. Support discipline inspection and supervision and judicial organs to investigate and deal with corruption cases according to law and discipline. In the past five years, the city's * * * case handling organs have 3 19 staff, and the building of a clean government has been continuously strengthened.

Two. Explanation on the Outline of the Twelfth Five-year Plan for National Economic and Social Development in Jinan (Draft)

The "Twelfth Five-Year Plan" period is a crucial period for building a well-off society in an all-round way, a crucial stage for deepening reform and opening up and accelerating the transformation of economic development mode, and an important strategic opportunity period for our city to achieve leapfrog development. Facing the new situation and tasks, we should further emancipate our minds, upgrade our realm, carefully plan our development ideas, actively respond to environmental changes, work hard and develop scientifically, and strive to make our city's economic structure more optimized, its innovation advantages more prominent, its urban functions more perfect, its ecological environment more beautiful and its social development more harmonious after five years' efforts, and strive to build Jinan with strength, charm and livability, and basically build a modern capital city that is compatible with Shandong's strong economic and cultural province.

The Ninth Session of the Ninth Jinan Municipal Committee adopted the Proposal on Formulating the Twelfth Five-year Plan for National Economic and Social Development in Jinan, and put forward the objectives, guiding principles and main tasks of national economic and social development in the next five years. According to the spirit of the proposal, the municipal government has formulated the Outline of the Twelfth Five-year Plan for National Economic and Social Development of Jinan (Draft), which has been submitted to the General Assembly for deliberation. Below, I will briefly explain a few questions.

(A) "Twelfth Five-Year Plan" outline (draft) preparation process and characteristics

The municipal government officially launched the planning from June 5438 to February 2009, and organized relevant departments, scientific research institutions and experts in various fields to carry out special research on major issues of economic and social development during the Twelfth Five-Year Plan period, and to consult and demonstrate the planning. Facing the society and making suggestions for the Twelfth Five-Year Plan, NPC deputies, CPPCC members and all walks of life put forward many suggestions. The process of compiling the Outline (Draft) is a process of promoting democracy, brainstorming and scientific decision-making. The Outline (Draft) strives to reflect the new situation, new features and new requirements of economic and social development, reflect the strategic and policy nature, and clarify the work priorities and responsibilities of the government. In terms of index setting, the scientific, guiding and binding nature has been strengthened, the index system of transfer mode and structural adjustment has been adjusted and improved, and the binding indicators of resources, environment and improvement of people's livelihood have been added. In the implementation of planning, we should emphasize endogenous growth and factor guarantee, strengthen the support of major projects, and pay attention to improving the planning implementation mechanism.

(2) The guiding ideology and main objectives of economic and social development during the Twelfth Five-Year Plan period.

On the basis of comprehensively summarizing the development achievements during the 11th Five-Year Plan period and objectively analyzing the international and domestic situations, the Outline (Draft) clearly puts forward the theme of scientific development, firmly grasps the main line of accelerating the transformation of economic development mode, and closely focuses on the working idea of "expanding urban development space and building a modern industrial system", speeding up economic transformation, urban transformation and social transformation, and vigorously implementing the strategy of new urbanization, new industrialization, innovation-driven and enriching the people. Efforts will be made to make new breakthroughs in optimizing economic structure, strengthening social construction, upgrading urban taste, protecting ecological environment, deepening reform and opening up, and building a well-off society at a higher level in an all-round way. The outline (draft) puts forward the main goals of economic and social development during the Twelfth Five-Year Plan period, which not only connects with the goal of building a well-off society in an all-round way, but also reflects the staged characteristics and requirements of development.

The first is about the speed of economic growth. The Outline (Draft) proposes that the GDP will grow at an average annual rate of 1 1% in the next five years. This goal is lower than the "Eleventh Five-Year Plan", which is mainly based on comprehensive consideration of various factors and according to needs and possibilities. During the Twelfth Five-Year Plan period, we should always maintain steady and rapid economic development, take development as the premise and basis for solving all problems, implement the policy of expanding domestic demand, and accelerate the formation of a new pattern of coordinated consumption, investment and export to promote economic growth. It is necessary not only to maintain steady and rapid economic development, but also to leave room for accelerating the transformation of economic development mode and adjusting economic structure, and to build development on the basis of optimizing economic structure, improving quality and efficiency, and reducing resource consumption, and correctly handle the relationship between speed, quality and efficiency. This goal is positive and can be achieved through hard work.

The second is about accelerating the transformation of economic development mode. In view of the increasing pressure on resources and environment and the need to improve the ability of independent innovation, the "Outline (Draft)" has added binding indicators such as carbon dioxide emissions, water consumption per 10,000 yuan of industrial added value, nitrogen oxide emissions, cultivated land holdings, and basic farmland protection area. These indicators reflect the requirements of building a resource-saving and environment-friendly society, the needs of comprehensive, coordinated and sustainable development, the needs of reality and long-term interests, and must be guaranteed to be completed.

The third is about improving people's livelihood. During the "Twelfth Five-Year Plan" period, the improvement of people's living standards should be synchronized with economic development, and the protection and improvement of people's livelihood should be the fundamental starting point and foothold, and the equalization of basic public services should be accelerated. According to the Outline (Draft), the per capita disposable income of urban residents and the per capita net income of farmers will increase at an average annual rate of 1 1%, and the average educational years of the population above 15 will be increased to 12, and the number of beds in medical institutions with 1,000 people will reach 5.8. These indicators are related to the vital interests of the broad masses of the people and are an important part of changing the mode and expanding domestic demand.

(3) Strategic priorities and main tasks during the Twelfth Five-Year Plan period

The "Outline (Draft)" has made comprehensive arrangements for the city's economic, social, ecological and cultural construction and reform and opening up during the "Twelfth Five-Year Plan" period, and put forward clear tasks, objectives and policy measures.

First, accelerate new urbanization. During the "Twelfth Five-Year Plan" period, our city will enter a new stage of rapid urbanization. According to the Outline (Draft), the urbanization rate will reach 75%. We will stick to the road of intensive urban development and take creating more space for economic and social development, promoting coordinated regional development and forming main functional areas as the focus of the Twelfth Five-Year Plan.
