This is a measure for the customs to reform the supervision mode to meet the needs of the development of export-oriented economy under the premise of effective supervision. Customs evaluates and classifies import and export enterprises according to their customs clearance reputation and management level.

For all kinds of enterprises awarded the title of "trustworthy enterprise" by the customs, customs clearance is facilitated, and preferential measures such as centralized customs declaration, pre-declaration, and entrusted release are adopted, so that the import and export goods of these enterprises can be directly released at the port, and then the customs formalities will be handled in batches or in a centralized manner within a certain period of time.
