If the driver is present, the traffic police can point out the illegal behavior and give a verbal warning to make the driver leave immediately. The average driver just needs to drive faster, and there is no punishment. If the driver refuses to leave and drives the vehicle to obstruct the passage of other vehicles and pedestrians, the traffic police will impose a fine of more than 20 yuan and less than 200 yuan. Off-site illegal parking punishes the driver's absence. In addition to fines and tickets, if the parked vehicle hinders the passage of other vehicles and pedestrians, the traffic police department has the right to tow the vehicle to a place that does not hinder traffic or park it at a place designated by the traffic management department of the public security organ.

Legal basis: Regulations for the Implementation of the Road Traffic Safety Law of the People's Republic of China Article 63 When a motor vehicle stops temporarily on the road, it shall observe the following provisions:

(five) roadside parking should be close to the right side of the road, motor vehicle drivers are not allowed to get off, get on and off personnel or load and unload goods, and immediately leave;

(six) city buses are not allowed to stop on the road outside the station.
