Chapter I General Provisions Article 1 In order to strengthen the safety management of fireworks and firecrackers, ensure the safety of the public and personal and property, and reduce environmental pollution, these Measures are formulated in accordance with the Regulations on the Safety Management of Fireworks and Firecrackers and other relevant laws and administrative regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the operation and discharge of fireworks and firecrackers in Siping City. Article 3 These Measures shall be organized and implemented by the municipal and district governments.

The public security department is responsible for the safety management of fireworks and firecrackers, the emergency management department is responsible for the supervision and management of fireworks and firecrackers, and the departments of market supervision, transportation, urban management, ecological environment, education and publicity do a good job in the management of fireworks and firecrackers according to their respective responsibilities. Article 4 The city, district government, relevant departments, organs (institutions), communities, other organs, social organizations, enterprises, institutions and schools shall carry out publicity and education activities on the safety management of fireworks and firecrackers, and intensify the publicity on the safety management of fireworks and firecrackers during major festivals. Radio, television, newspapers and other media should carry out the public welfare propaganda work of fireworks safety management. The guardian shall educate and supervise the safe discharge of fireworks and firecrackers by minors. Chapter II Safety of Fireworks and Firecrackers Article 5 Fireworks and firecrackers are prohibited in the following areas and places:

(1) State organs;

(two) museums, libraries, cultural relics protection and other public cultural places, medical institutions, kindergartens, schools, pension institutions;

(three) transportation hubs such as railway stations and passenger stations, as well as urban traffic trunk lines and railway line safety protection zones;

(four) in the safety protection zone of inflammable and explosive dangerous goods production and storage places;

(5) Within the safety protection zone of power transmission and transformation facilities;

(six) trees, nurseries, parks and tourist attractions;

(7) Protected areas for military installations.

(eight) residential areas, commercial areas, bazaars, public cultural activities and other crowded places;

(nine) other areas and places stipulated and announced by the municipal and district governments.

The municipal and district governments shall set up obvious warning signs against release in the areas and places where release is prohibited as stipulated in the preceding paragraph. No unit or individual may move or damage it without authorization. Sixth Siping City within the scope of the implementation of fireworks and firecrackers restricted discharge system. The specific implementation scope is the area east of Xijiao Street, south of Kangping Road, west of Jierong Street and north of Dongfeng Road and Heping Southeast Road. In areas where fireworks are restricted, fireworks and firecrackers are allowed to be set off from Lunar New Year's Eve to the sixth day and the fifteenth day of the first month, and fireworks and firecrackers are prohibited at other times. Seventh heavy pollution weather yellow and above during the early warning period, it is forbidden to set off fireworks and firecrackers within the administrative area of this Municipality.

The ecological environment and meteorological departments shall timely release early warning information of heavy pollution weather through the news media to remind the public that fireworks and firecrackers are prohibited during this period. Article 8 If it is necessary to hold a fireworks party or other large-scale fireworks display activities to hold major celebrations in this city, the organizer shall apply to the municipal public security organ for the discharge of fireworks above Grade II (including Grade II), and the organizer shall apply to the district public security organ where the fireworks below Grade III (including Grade III) are discharged, and after obtaining the fireworks discharge permit, the fireworks shall be discharged at the designated time and place. Article 9 When fireworks and firecrackers are allowed to be set off, the following safety requirements shall be observed:

(a) shall not throw fireworks to pedestrians, vehicles, buildings and structures;

(two) shall not hinder the safe passage of pedestrians and vehicles and affect traffic order;

(three) fireworks shall not be set off in corridors, stairs, roofs, balconies and windows of houses;

(four) professional fireworks shall not be set off without permission;

(five) shall not set off fireworks that do not meet the quality standards;

(six) shall not use other means to endanger public safety and personal and property safety. Chapter III Operational Safety Article 10 It is forbidden to sell fireworks and firecrackers in prohibited areas and places.

The retail outlets of fireworks and firecrackers in the restricted discharge area shall be rationally arranged in accordance with the principle of strict control. The temporary point of sale of fireworks and firecrackers in the restricted discharge area is reasonably determined by the emergency management department. Eleventh it is forbidden to store fireworks and firecrackers outside the storage (retail) places specified in the fireworks and firecrackers business license.

The variety, specification and quantity of fireworks stored in wholesale enterprises and fireworks warehouses engaged in fireworks and firecrackers shall not exceed the risk level and approved limit stipulated by national standards or industry standards.

The variety and quantity of fireworks and firecrackers stored in retail outlets by fireworks and firecrackers retail operators shall not exceed the scope and limit specified in the fireworks and firecrackers business license. Twelfth communities, owners' committees or property service enterprises shall abide by the provisions of these measures, organize residents, units and hotels and other service enterprises within the scope of territorial management or responsibility to formulate conventions, and be honest and self-disciplined.

State functionaries shall abide by laws and regulations and the provisions of this Municipality on the safety management of fireworks and firecrackers.

Any unit or individual has the right to discourage and report the illegal operation of fireworks and firecrackers.
