The building is19th floor and contains major government departments, including Rating and Valuation Department, Agriculture, Fisheries and Conservation Department (including its Hong Kong Herbarium), Student Financial Assistance Office, West Kowloon Job Center of Labour Department, Compensation Claims Arbitration Board, Occupational Medicine Section and Employees' Compensation Office, Registration of Persons Office of Immigration Department, Licensing Office of Transport Department, Driving Test Scheduling Office and Special Office of Social Welfare Department. Sham Shui Po District Council Conference Hall, Secretariat and Sham Shui Po District Office are all located in the building.
