Article 10 of the Measures for the Election of Owners' Committees: Candidates for members of owners' committees must be property owners, owners' representatives and property personnel who love public welfare, have good moral quality, strong sense of responsibility, strong organization and coordination ability, have worked in owners' committees for a certain period of time and have full capacity for civil conduct. Candidates can be selected through self-recommendation, recommendation by the owners or negotiation by the preparatory group, and the final qualification will be confirmed by the preparatory group or the owners' committee. Candidates should be publicized for one week after they are produced. If the owners think it is necessary to supplement the selection of candidates, more than ten owners may jointly propose qualified candidates. The list of candidates shall be submitted to the preparatory group at least seven days before the owners' meeting and publicized for one week.
