The Interim Measures for the Management of Special Qualification of Building Intelligent System Engineering Design and System Integration No.290 issued by the Ministry of Construction and the Interim Provisions on the Management of Building Intelligent System Engineering Design all mentioned that the qualification of building intelligent system engineering design and the qualification of building intelligent system integration special engineering design are special design qualifications of the construction industry, and the Ministry of Construction now only has the qualification of building intelligent system engineering design, with design qualification and professional contracting qualification. There are also integration qualifications (including design qualifications and professional contracting qualifications). You must have at least the qualification of contracting computer room engineering. Apply for integration qualification if you have the strength. Only with design qualification, can only do the work of design drawings, not undertake projects.

In order to ensure the quality, level and benefit of engineering design, standardize the market behavior of survey and design, and strengthen the intelligent management of buildings, our department promulgated the Notice on Establishment (Jian Jian [1998] 194), and carried out the declaration and evaluation of the first batch of pilot units. Now, the approved 199 units, such as Architectural Design Institute of the Ministry of Construction, will be published (see annex for the specific list), and the relevant issues concerning the pilot work of special qualification for engineering design and system integration of building intelligent systems will be supplemented as follows:

1. Implementing the market access system for intelligent building design units and system integrators is an effective management of the intelligent building design market. The qualification management of intelligent building units is divided into three categories:

(a) building intelligent system engineering design qualification. Units that have obtained the qualification of building intelligent system engineering design can undertake the feasibility study, design and equipment selection of building intelligent system engineering within the qualification scope, and guide, coordinate and supervise the deepening system design made by system integrators (see Article 4 of document 1997 for details). This qualification is the highest qualification for intelligent design of buildings. Obtaining this qualification means obtaining the design qualification of system integration qualification and subsystem integration qualification at the same time, and the latter two qualifications do not need to be applied.

(2) Building intelligent system integration qualification. The qualified unit shall be responsible for deepening the system integration design or undertaking the system integration business under the overall responsibility and guidance of the engineering design unit. Obtaining the special qualification of system integration means obtaining the design qualification of the special qualification of subsystem integration at the same time, and there is no need to apply for the latter qualification.

(3) Building intelligent subsystem integration qualification. The qualified unit will deepen the integrated design of individual professional systems or undertake the business of subsystem integration under the guidance of engineering design units.

2. Overseas enterprises entering China's engineering design market shall be handled in accordance with the relevant provisions of the Interim Provisions on Sino-foreign Cooperative Design Projects (Ji Jian [1986] No.840) and the Provisions on the Administration of Examination and Approval for the Establishment of Sino-foreign Joint Venture Engineering Design Institutions (Jianshe [1992] 180). For units specializing in intelligent building system integration business, our department will formulate relevant market access regulations and qualification standards according to the fact that overseas enterprises enter China's design market to engage in intelligent building system integration business, and allow a number of qualified overseas enterprises to engage in intelligent building system integration business in China. Relevant regulations and standards will be formulated separately.

3. The relationship between the special qualification of building intelligent system engineering design and system integration and the special qualification of fire protection design. The special design of fire engineering is a special qualification approved by the Ministry of Construction and the Ministry of Public Security. The examination of subsystem fire protection design in the special qualification of building intelligent system engineering design and system integration shall conform to the qualification standards for special fire protection design jointly issued by the Ministry of Public Security and the Ministry of Construction. If it is unqualified, it will be marked as "except for fire protection design" within the scope of undertaking the qualification task of system integration, and shall not undertake the fire protection design business of subsystems; Those who meet the qualification standards for special fire protection design can undertake all subsystem deepening design and system integration business including fire protection engineering design.

Four. The relationship between the special qualification of building intelligent system engineering design and system integration and the engineering design qualification of communication industry. According to the Interim Provisions on the Management of Building Intelligent System Engineering Design (Jian Jian [1997] No.290), the term "Building Intelligent System Engineering" as mentioned in the special qualification standard for building intelligent system engineering design and system integration refers to the addition of communication network, office automation, building equipment automation and other functions in new or completed buildings, as well as the integrated management of these systems. Engaged in communication engineering, electronic engineering design business, should be borne by the corresponding communication industry, electronic industry engineering design qualification certificate of the unit.
