Is it reasonable to pay a one-year property fee before handing over the house in the community?

When the house is delivered in the community, the property fee for one year must be paid first. Whether it is reasonable or not depends on the agreement between buyers and developers in the purchase contract:

1. If the owner and the developer do not stipulate in the commercial housing sales contract that the owner must pay the property management fee in advance for one year when handing over the house, it cannot be used as an additional condition for handing over the house, and the buyer may not pay it;

2. If there is a clear agreement between the owner and the developer in the commercial housing sales contract that the owner must pay the property management fee for one year in advance when handing over the house, then the buyers should fulfill their responsibilities according to the contract.

Under normal circumstances, the collection method of property fees should be agreed by the owner and the property service enterprise in the contract, and neither party may arbitrarily change the payment method and time agreed in the contract.

Owners should not only pay attention to property fees, but also pay attention to the documents that have passed the completion acceptance of commercial housing, including the record certificate of project completion acceptance, fire acceptance certificate, residential quality guarantee, residential instruction manual, commercial housing occupancy permit, etc.
