It mainly includes two situations:

First, "dumping, throwing or piling up construction waste at will", the comprehensive law enforcement department of urban management will order it to make corrections within a time limit, give a warning, impose a fine of more than 6,543,800 yuan on the unit, and impose a fine of less than 6,543,800 yuan on the individual who produces construction waste;

Second, "mix construction waste with other domestic waste and hazardous waste". If such a situation occurs in the unit, the comprehensive law enforcement department of urban management shall order it to correct it immediately and impose a fine of 1000 yuan. Those who violate the regulations again shall be fined 1000 yuan to 50000 yuan.

If this happens to individuals, the person in charge of domestic waste classification management will dissuade them. If you don't listen to dissuasion, the person in charge of domestic waste classification management should report to the urban management comprehensive law enforcement department, which will give a written warning. If he violates the regulations again, he will be fined from 50 yuan to 200 yuan.

If the person responsible for the classified management of domestic waste fails to formulate a treatment plan for the construction waste generated by residents' decoration, or fails to specify the norms, time and place, supervision and complaint methods of construction waste generation, the comprehensive law enforcement department of urban management shall order it to make immediate corrections and impose a fine of more than 3,000 yuan and less than 30,000 yuan.

Harm of dumping construction waste

Dumping construction waste at will pollutes the environment, especially the problems of scattering, dust and flying in the process of cleaning, transportation and stacking, which will cause serious environmental pollution. Building glue, paint and paint in construction waste are not only biodegradable polymer materials, but also contain harmful heavy metal elements.

These wastes are buried underground, which will cause groundwater pollution and directly endanger the lives of surrounding residents. Secondly, it destroyed the soil structure and caused land subsidence.

Legal basis: Measures for the Administration of Municipal Domestic Waste

Article 42 Whoever, in violation of the provisions of Article 16 of these Measures, dumps, scatters or piles municipal solid waste at will shall be ordered by the construction (environmental sanitation) department of the people's government of the municipality directly under the central government, city or county to stop the illegal act, make corrections within a time limit and impose a fine of not less than 5,000 yuan but not more than 50,000 yuan on the unit. Individuals who commit the above acts shall be fined in 200 yuan.

Sixteenth units and individuals shall, in accordance with the requirements of the designated place and time, put the domestic garbage into the designated garbage container or collection place. Large pieces of garbage such as waste furniture should be placed at the designated collection place according to the specified time.

In areas where classified collection of municipal solid waste is implemented, units and individuals shall, in accordance with the prescribed classification requirements, put domestic waste into corresponding garbage bags and put them into designated garbage containers or collection places.

Hotels, restaurants, institutions, colleges and other units shall, in accordance with the provisions, collect and store the kitchen waste generated by their own units, hand it over to the urban domestic waste collection and transportation enterprises that meet the requirements of these Measures, and transport it to the designated urban domestic waste disposal sites.

It is forbidden to dump, scatter and pile up municipal solid waste at will.
