Where can I complain if property management is not in place?

The real estate administrative departments of local people's governments at or above the county level shall accept complaints in property management activities. For major problems of property enterprises, owners can complain to the property management section of the local housing authority, which is mainly responsible for accepting complaints from owners' committees or developers.
