According to the law, the roof doors of residential areas are not allowed to be locked.

The roof door of the residential area can't be locked, and the roof is a fire escape. Roof escape door is one of the important facilities for fire safety. In case of fire, residents can evacuate to the roof platform for temporary refuge and wait for rescue. The exit of the evacuation platform must be kept clear. For fire safety, it is best not to lock the exit on the roof of high-rise residential buildings. No unit or individual may occupy, block or close evacuation passages, safety exits and fire truck passages. It is obviously illegal to lock the escape platform on the roof. In this case, the public can report to the detachment or the fire brigade in the jurisdiction, and the fire department will rectify the fire hazards according to the investigation. Public evacuation doors of high-rise buildings should be opened in the direction of evacuation, and sliding doors, hanging doors and revolving doors should not be used. In order to prevent outsiders from entering at will, the evacuation doors in crowded places should be equipped with devices that can be quickly opened without using any instruments such as keys in case of fire, and use tips should be set in obvious positions.

Article 60 of the Fire Protection Law of People's Republic of China (PRC) * * * Units that violate the provisions of this Law and commit any of the following acts shall be ordered to make corrections and be fined between 5,000 yuan and 50,000 yuan:

(a) fire facilities, equipment or fire safety signs configuration, settings do not meet the national standards, industry standards, or not kept in good condition and effective;

(two) damage, misappropriation or unauthorized removal, stop using fire control facilities and equipment;

(3) Occupying, blocking or sealing evacuation passages and exits or other acts that hinder safe evacuation;

(four) burying, occupying, blocking the fire hydrant or occupying the fire prevention space;

(five) occupy, block or close the passage of fire engines, which hinders the passage of fire engines;

(six) in crowded places, set up obstacles on doors and windows that affect escape and fire fighting and rescue;

(seven) after being notified by the fire rescue agency, failing to take timely measures to eliminate fire hazards. Individuals who commit any of the acts listed in the second, third, fourth and fifth items of the preceding paragraph shall be given a warning or imposed a fine of not more than 500 yuan. Anyone who commits any of the acts in Item 3, Item 4, Item 5 and Item 6 of the first paragraph of this article and refuses to correct it after being ordered to do so shall be enforced, and the expenses required shall be borne by the violator.

Is it reasonable to lock the roof of residential property?

The property has no right to lock the roof, because locking the roof violates the relevant fire regulations. However, if the roof is not locked, there may be problems such as disorderly construction, private occupation by the owners and potential safety hazards. In real life, in order to solve this contradiction, many communities have installed electronic doors on the roof, which are usually locked and security guards patrol regularly. In case of fire, earthquake and other emergencies, the centralized control room in the community can immediately open the electronic door through remote operation, so that the owner can escape, which not only solves practical difficulties such as safety and hygiene, but also plays the role of roof fire escape passage. There are also some communities that arrange clothes drying on the roof to solve the practical problems of the owners, and leave 24-hour duty telephone numbers and emergency contact numbers for property management.
