What law is it against to cut off water and electricity without authorization?

The property company's behavior of interrupting the owner's water and electricity violates the Property Management Regulations, the Electricity Law and the Urban Water Supply Regulations.

According to Article 44 of the Electricity Law of People's Republic of China (PRC)

No unit or individual may charge other fees in the electricity bill; However, if there are other provisions in laws and administrative regulations, those provisions shall prevail. Where a local fund-raising office collects additional electricity charges, the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall formulate measures in accordance with the relevant provisions of the State Council. Power supply enterprises are prohibited from charging other fees when collecting electricity charges.

"Regulations on Urban Water Supply" Article 26 The price of urban water supply shall be formulated in accordance with the principle of guaranteed profit for domestic water and reasonable pricing for production and operation water. Measures for setting the price of urban water supply shall be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

"Property Management Regulations" Article 44 In the property management area, water supply, power supply, gas supply, heating, communication, cable television and other units shall charge relevant fees to the end users. The realty service enterprise shall not charge additional fees such as handling fees to the owners if it accepts the entrusted collection of money.

2. Is it illegal for the property to cut off power and water for the owner privately?

Illegal. The owner and the property management company are equal civil subjects, and both parties shall perform their respective obligations in accordance with the contract. If either party breaches the contract, it shall bear corresponding liabilities for breach of contract.

According to Article 44 of the Property Management Regulations, in the property management area, water supply, power supply, gas supply, heating, communication, cable TV and other units should charge relevant fees to the end users to satisfy their cravings. If the owner signs a contract with the water supply and power supply company and pays the corresponding fees to the water supply and power supply company, the water supply and power supply company shall supply water and power. The property company is not a party to the water supply and power supply contract and has no right to interrupt the water supply and power supply to the owner without authorization.
