Suggestions on community governance

1. Incorporate the construction of flexible communities into the tenth five-year plan. Flexible community is a dynamic community based on community action, which can link internal and external resources, effectively resist disasters and risks, recover from harmful effects and maintain sustainable development.

2. Establish an elastic community emergency management system. Adjust and upgrade the existing emergency management responsibility system, integrate the previous "single disaster" and "graded responsibility" departments into the emergency management organizational structure, formulate the work responsibilities of the comprehensive emergency management system, and refine the responsibility list and cooperation mechanism of the main emergency entities at the grassroots level.

3. Improve the initiative of community governance in extraordinary times. Pay attention to cultivating community leaders with leadership, enhance the organization and mobilization ability of the community in emergencies, and let the community take the lead in taking action in extraordinary times instead of relying too much on the instructions and decisions of superiors.

4. Increase investment in the construction of community wisdom platform. Vigorously promote community informatization construction, increase investment in information management system and network platform construction, and master the data information of residents' backbones, party member and volunteers, so as to dispatch manpower at any time. The information platform collects the information of manpower, material resources and service resources of residents, properties, businesses and enterprises in the jurisdiction, timely summarizes the information of community residents' living needs, and builds an online supply and demand docking mechanism to effectively solve governance problems such as population flow, traffic management, logistics supply and health management.

5. Establish a reasonable community governance organization system. Take the existing community organizations as the main body, increase the support for community social organizations, enhance the ability of social organizations, and make them become reliable partners in community governance. Build a multi-agent network of community governance, take the "Party Building+"model as the main axis, establish a mechanism of dialogue, consultation, communication, coordination and cooperation between communities and grass-roots governments, enterprises and institutions, and enrich the strength of community work.

(a) to publicize the Constitution, laws, regulations and national policies, safeguard the legitimate rights and interests of residents, educate residents to perform their obligations according to law, take good care of public property, and carry out various forms of socialist spiritual civilization construction activities;

(two) to handle the public affairs and public welfare undertakings of the residents in this residential area;

(3) Mediation of civil disputes;

(4) Assisting in maintaining public order;

(five) to assist the people's government or its agencies to do a good job in public health, family planning, special care and relief, youth education and other work related to the interests of residents;

(six) to reflect the opinions, demands and suggestions of residents to the people's government or its agencies.
