The area of the property service room shall not be less than three thousandths of the total construction area stipulated in the construction project planning permit, and shall not be less than 100 square meter; The office space of the owners' committee shall not be less than 30 square meters.

The property service room of residential property shall be an independent house on the ground, with basic functions such as water supply, power supply, heating and lighting, and shall not interfere with the normal life of adjacent residents. The office space of the realty service enterprise and the office space of the owners' committee belong to all owners, and no one may change the use, division, transfer, mortgage or lease.

Article 91 of the Regulations on Property Management in Baotou City, in violation of the first paragraph of Article 42 of this Ordinance, if the construction unit fails to allocate the property service space and the office space of the owners' committee according to the plan, the real estate administrative department shall give it a warning, order it to make corrections within a time limit and impose a fine of not less than 100,000 yuan but not more than 500,000 yuan.

Article 92 Anyone who, in violation of the provisions of the third paragraph of Article 42 of these regulations, changes the use of the property service room and the office room of the owners' committee, or divides, transfers, mortgages or rents it, shall be given a warning by the real estate administrative department, ordered to make corrections within a time limit, and fined between 30,000 yuan and 100,000 yuan.
